Another cabinet minister was Karl Friedrich Nebenius with the title of President of the Council of State. There was no actual President of the State Ministry (State Minister) and thus an official head of government during this period, but the Interior Minister Johann Baptist Bekk is informally considered head of the entire Ministry from 1846 to 1848, although the Grand Duke himself officially held this position.
