The 1995/96 season was the fourth season of the Kazakh ice hockey professional league . Three clubs made up of four teams took part in the competition. Torpedo Ust-Kamenogorsk secured the title of Kazakh Champion for the fourth time . Ust-Kamenogorsk won the championship title for the fourth time in a row.

The four participants played in a double round, so that each team had six games. The team with the most points secured the championship in the end.

For a win in the regular playing time of 60 minutes, a team received two points, the losing opponent received nothing. In the event of a tie, each team received one point.

After the six rounds, Torpedo Ust-Kamenogorsk confidently secured the championship title. The team from Ust-Kamenogorsk remained free of loss points. Behind them, Stroitel Karaganda took second place. Somewhat surprisingly, last year's runner-up HK Bulat Temirtau also lagged behind the reserve team of the serial champions from Ust-Kamenogorsk and came in last.

Torpedo Ust-Kamenogorsk and Stroitel Karaganda - under the name Bulat Karaganda - played in parallel in the International Hockey League during the season , while Ust-Kamenogorsk's second team played in the second-rate Russian Wysschaya League .
