The 2003/04 season was the twelfth season of the Kazakh ice hockey professional league . Six clubs, which made up a total of seven teams, took part in the competition. Kaszink-Torpedo Ust-Kamenogorsk secured the title of Kazakh Master for the eleventh time . Ust-Kamenogorsk won the championship title for the fifth time in a row. At the same time, the Kazakh Ice Hockey Cup was held for the third time , which Ust-Kamenogorsk also won, making the third double in a row perfect.

The seven participants played in a quadruple round, so that each team had the number of 24 games. The team with the most points secured the championship in the end.

For a win in the regular playing time of 60 minutes, a team received two points, the losing opponent received nothing. In the event of a tie, each team received one point.

After the 24 rounds, Kaszink-Torpedo Ust-Kamenogorsk confidently secured the championship title. The team won 22 of their 24 games and thus defended the title. Last year's runner-up, Kasachmys Karaganda, had to cede second place to Gornjak Rudny . Rudny was runner-up for the first time. The champions' juniors, who played under the name Ustinka Ust-Kamenogorsk , were knocked off bottom of the table with one point.

Kaszink-Torpedo Ust-Kamenogorsk and Kasachmys Karaganda played in parallel in the second-rate Russian Vysschaja League during the season . The second teams Ust-Kamenogorsks and Karagandas ran up in the third-rate Russian Pervaya League . In addition, with Kaszink-Torpedo Ust-Kamenogorsk and Kasachmys Karaganda, two Kazakh teams took part in the IIHF Continental Cup for the first time in the 2003/04 season.
