The BAO Kavala refers to a special organizational structure (BAO) of the Police Directorate Rostock ( police Mecklenburg-Vorpommern ) that with the overall operational command to the G8 - 2007 summit in Heiligendamm was entrusted.

On September 1, 2005, the Ministry of the Interior of Mecklenburg-Western Pomerania commissioned the chief police director Knut Abramowski , head of the Rostock police department, to organize and manage the police operation during the 2007 G8 summit . To this end, a special organizational structure (BAO) was set up, which began its work on December 1, 2005. In March 2007, 367 officials were assigned to the BAO. During the actual deployment phase, they were supported by around 570 other staff members. A total of 17,800 police officers were deployed to secure the summit. It was one of the largest police operations in the history of the Federal Republic.

The main deployment phase began on May 29, 2007 and ended on June 9, 2007. The organization was then dissolved and the officers involved were returned to their secondment offices. A “Working Group Follow-Up Measures” of PD Rostock is entrusted with the processing of the operation.

The BAO was led by a senior staff headed by Abramowski. Organizationally, it was divided into so-called deployment sections (EA), staff areas (StB) and subject areas (SB), such as

  • EA 1 - Enlightenment
  • EA 2 - Central Services
  • StB 3 - Personnel and Law,
    • SB personnel matters (e.g. personnel planning for staff areas and management groups),
    • SB legal matters (e.g. registration of meetings),
  • EA 3 - Press and public relations work accompanying the mission.

The supply (accommodation, meals, medical care, other logistics) was the responsibility of the project group "World Economic Summit" in the state office for central tasks and technology of the police, fire and disaster control Mecklenburg-Western Pomerania . From here the financial processing of the operation still takes place.

Since November 6, 2006, the BAO's management center has been located in the Waldeck property ( Bad Doberan district ). It was only a few kilometers to both the G8 conference location Heiligendamm and Rostock-Laage Airport .

The BAO Kavala also planned and directed the police operation during the visit of the American President George W. Bush from July 10 to 12, 2006.

Competencies

The Rostock Police Directorate became the competent assembly authority for demonstrations in connection with the G8 summit by ordinance of January 19, 2007 . The newly inserted § 2a of the state ordinance on the competent authorities according to the Assembly Act (VersG-KompetenzVO) regulates a corresponding “special factual and local jurisdiction” for “assemblies and lifts that take place in the period from May 25th to June 15th 2007 partly in the area of ​​the district of Bad Doberan or the district of Güstrow or in the area of ​​the Hanseatic city of Rostock or in the area of ​​the Baltic Sea waterway bordering these areas (including the sea canal between Rostock-Warnemünde and Rostock-Hohe Düne) take place or should take place or their starting point or there have their end point ". This paragraph expired on December 31, 2009 (in § 5 of the state ordinance, the year was forgotten, legally unattractive).

Naming

Abramowski justified the naming as follows: “ Kavala is a northern Greek city which, like the conference venue Heiligendamm, is called the white city by the sea. We needed an unmistakable name for our organization, and we found that with Kavala. "

criticism

Sharp criticism of the operation of the BAO was expressed from various quarters. Abramowski immediately rejected this criticism. In particular, the information policy of the BAO has come under fire. For example, on June 5, a message was circulated that “protesters in disguise attacked police officers with acid”. This report later turned out to be false. The numbers of seriously injured police officers on June 2nd were also inaccurate. A press release reported on June 6, 2007 that demonstrators had prepared Molotov cocktails . This claim could not be confirmed by independent journalists. On the same day, a plainclothes officer was exposed who, according to some demonstrators, incited other participants to violence during the blockades. A spokesman for the BAO only confirmed the deployment of a civilian police officer on June 8, after the press office had not received an official report on such an event by 10:00 p.m. the previous evening and the deployment of civilian police officers was even denied. He disagreed with any allegation of violence. At the final press conference, LPD Abramowski asked possible witnesses to report to the Rostock public prosecutor's office, which is currently examining the matter, but has not yet established any initial suspicions against the civil officer. Journalists were also hindered in their work. Among other things, a star journalist was arrested and an Indymedia media mobile was confiscated.

The Republican Bar Association made serious allegations about the police treatment of prisoners. Criminal charges were brought against some judges in this connection. The use of water cannons against peaceful demonstrators is also controversial. A representative of the police union also sharply criticized the operations management. In his opinion, the police officers had been on duty too long and insufficiently supplied.

Another point of criticism is the use of the Bundeswehr as part of the so-called “technical-logistical” administrative assistance for the police. In addition to the establishment of barriers by pioneer units and the control of the Federal Highway 19 using infrared devices , Tornado reconnaissance aircraft were also used for aerial photographs. According to the Bundeswehr, a total of around 1,100 soldiers were deployed. Another 350 soldiers were deployed as part of air surveillance. The costs for the Federal Armed Forces deployment are said to have been around 10 million euros.

According to the report by the State Commissioner for Data Protection, there have been significant deficiencies in police measures from a data protection point of view, e.g. B. extensive searches in the identification of the security fence, use of an automated number plate reading system and lack of notification / legal protection of those affected by observations.

Due to the seriousness of the allegations, consideration is currently being given to setting up a parliamentary committee of inquiry. In addition, legal action was taken against the deployment of the Bundeswehr. In particular, the constitutionality of the Bundeswehr mission was questioned. However, the Federal Constitutional Court saw no evidence of unconstitutionality. In the meantime there was also a demonstration against the police operation and the resulting repression.

Lawyers of the Republican Lawyers' Association characterized the BAO Kavala in a book with the title "Feindbild Demonstrant" as an organization that "acted like an independent higher authority, bypassing the horizontal and vertical separation of powers".
