Kinza Clodumar

Kinza Godfrey Clodumar (born February 8, 1945 in Boe ) is a Nauruan politician and was President of the Republic of Nauru from February 13, 1997 to June 18, 1998. He is the founder of the Center Party (Nauruan Center Party) .

He was elected to the Nauruan Parliament in 1977 for the Boe constituency. He was finance minister several times between 1977 and 1992 and was chief financial advisor to President Bernard Dowiyogo from 1992 to 1995. In the early elections in February 1997, Clodumar was able to win the presidential election with one vote more against Ruben Kun .

1994 kept Clodumar, former chairman of Nauru Insurance Corporation , the Australian Australian Football team Fitzroy Lions by a seven-year agreement million from bankruptcy. However, the agreement could not be fulfilled because of the increasing money problems in Nauru. The Fitzroy Lions then merged with the Brisbane Bears to form the Brisbane Lions in 1996 . Clodumar himself is a fan of the local Boe Lions team , named after the former Fitzroy Lions .

As president, he acted with a firm hand on some tasks, especially global warming, which did not make him popular with the Australian government. He was critical of the Australian High Commission in Nauru and the widely published but expired Cairns document, which Nauru saw "at the bottom of the heap". According to Clodumar, Nauru's diplomatic relations with Australia have been severed in what he described as "a serious breach of protocol". He was deeply concerned that details of a confidential discussion he had with Australian Foreign Secretary Alexander Downer were published in a Melbourne newspaper.

Under Clodumar, Nauru applied for the later successful full membership of the Commonwealth and announced his application for a UN membership . The proposal was accepted by the UN General Assembly in 1999. Clodumar achieved two further important diplomatic goals: he was able to resume state relations with France and, with a visit to Taipei for several days, he strengthened diplomatic ties with Taiwan , although four years later Taiwan lost its recognition by Nauru.

As an experienced Nauru in the background, he hid his leadership ambition for a long time and only showed it when Nauru was in financial crisis.

As president, he was burdened with past mistakes, fears of the future, and discontent during hard times that were later exploited. He was concerned about the reform plans of the government under Lagumot Harris , but was then forced into similar plans. The government continued to borrow and take down mortgages, albeit more slowly than in the past. Clodumar introduced tax liability, but, as he predicted, it was impossible to fill the financial gap in the treasury and he had to delay the restructuring of state operations.

In a vote of no confidence in June 1998, Clodumar was defeated in parliament. The previous Minister of Education Bernard Dowiyogo took over the office and was elected president for the fifth time. Clodumar failed in the 2003 presidential election with only three votes to Ludwig Scotty . He then worked as Treasury Secretary under René Harris , but fell in the back when he changed sides on June 22, 2004 in another vote of no confidence and voted against Harris. He thus paved the way for Ludwig Scotty's presidency. His reason for the change of sides was that he wanted to avert the threatened dissolution of Parliament by Harris. He was reappointed Treasury Secretary by Scotty in recognition of his appreciation.

On September 4, 2004, Clodumar was dismissed from the government as chairman of Air Nauru . Parliamentarian Fabian Ribauw accused him of embezzlement because he would act as an intermediary and thus against the government for the company BACF , which Nauru had allegedly lent 23 million dollars.
