Kjartan Jóhannsson (born December 19, 1939 in Reykjavík ) is a former Icelandic diplomat and politician of the Social Democratic Party of Iceland AF (Alþýðuflokkurinn) , who was Secretary General of the European Free Trade Association (EFTA) between 1994 and 2000 .

Life

Kjartan Jóhannsson, son of Jóhann Þorsteinsson and his wife Astrid Dahl, completed his schooling in 1959 at Menntaskólinn í Reykjavík , the oldest school in Iceland, founded in 1056. He then began studying civil engineering at the Royal Technical University in Stockholm , which he graduated in 1963. He then completed postgraduate studies in economics from 1963 to 1964 at Stockholm University and at the Illinois Institute of Technology (IIT), which he completed in 1965 with a Master of Science degree. After his return he worked from 1966 to 1978 for a consulting company in Reykjavík, where he obtained a doctorate from the IIT in 1969. In addition, between 1971 and 1973 he was a lecturer at the Faculty of Engineering at the University of Iceland , where he took over a professorship in mathematics and statistics on January 1, 1974 .

Kjartan Jóhannsson began his political career in local politics and was a member of Hafnarfjörður City Council from 1974 to 1978 . He was also from 1974 to 1980 deputy chairman of the Social Democratic Party of Iceland AF (Alþýðuflokkurinn) . In the 1978 elections he was elected for the first time as a candidate of the AF to a member of the Althing and represented the constituency of Reykjanes until 1989 .

On September 1, 1978 he was appointed by Prime Minister Ólafur Jóhannesson as Minister of Fisheries (Sjávarútvegsráðherra) in his second government and held this office until October 15, 1979. In the subsequent government of Prime Minister Benedikt Sigurðsson Gröndal , he served from October 15, 1979 to on February 8, 1980 as Minister for Fisheries and Trade (Sjávarútvegs- og viðskiptaráðherra) . In 1980 he replaced Benedikt Sigurðsson Gröndal as chairman of the Social Democratic Party and held this position until he was replaced by Jón Baldvin Hannibalsson in 1984. He was also a member of the Parliamentary Assembly of the Council of Europe between 1980 and 1989 .

After leaving the Althing, Kjartan Jóhannsson was from August 1, 1989 to September 1, 1994 Permanent Representative to the United Nations and other international organizations in Geneva . He was also accredited as ambassador to Egypt , Ethiopia , Tanzania and Kenya . At the meeting of the EFTA countries Austria, Finland, Iceland, Liechtenstein, Norway, Switzerland and Sweden, he was on 16 June 1993 to the Secretary General of the European Free Trade Association selected (EFTA) and took office as successor to the originating from Switzerland William Rossier on September 1, 1994.
