In Germany, concept awarding refers to an instrument of urban planning , e.g. B. in the implementation of construction or development plans . For some time it has been e.g. B. tested in Freiburg im Breisgau , Stuttgart or Tübingen . Here the quality of the concept to be submitted is in the foreground of the decision to award land for development and not z. B. a bid price as in the " bidding process ".

So far, especially larger cities of this instrument have served: the concept zeitigt compared to other procurement procedures such as direct or tender to a highest bidder u. A. an additional effort in the processing of property purchase agreements .

A major advantage of the process is that the selling community owns the land to be awarded.

So far (2020), the application of the concept award primarily served to enforce clear content-related targets in the land award such as

Newer models pursue more openly formulated goals such as B. the implementation of greater diversity , stronger community building, better social mix or greater structural freedom.

variants

A distinction is made between two variants:

  1. A fixed price is set (above the market value of the property to be awarded), then the implementation of the concept to be achieved is weighted 100 percent in the award decision: This is particularly useful when "civil society or social actors are to be given an opportunity to develop building land".
  2. When carrying out a "best bid process", the quality of the concept presented and the purchase price offered are taken into account. When the property sale is announced, the defined weighting of concept quality and purchase price offer is also communicated here. According to the Hessian Chamber of Architects , a weighting of 70%, but at least 50%, is in favor of the presented concept versus 30% (maximum 50%) for the purchase price offered.
