Ulrich Fischer , the Komtur von Balga (today Russian: Wesjoloje) made the founding deed of Rosenberg on April 11, 1368. Soon after it was founded there was a jug in the village that was specifically mentioned in 1407. The brothers Melchio and Balzer von Diebes received, among other things, Dorf and Krug Rosenberg as pledge to secure their claims on the order from the time of the city war (1454–1466) . During the equestrian war (1519–1521) Rosenberg burned out. Even later, the place suffered from devastating fires, for example in 1696, 1759, 1811 and 1867.

On June 11, 1874, the rural communities of Rosenberg and Steindorf (Russian: Pokrowskoje) and the manor district of Bregden (Wawilowo) formed the administrative district of Bregden. On July 21, 1884, the Gabditten manor district was incorporated into the rural community of Rosenberg, and the Frisches Haff manor district on July 4, 1890 .

In 1910 the community Rosenberg had 620 inhabitants.

On May 9, 1928, most of the Bregden manor district was incorporated into Rosenberg, and the Bregden district was renamed Steindorf District on September 13, 1929.

On October 1, 1935, the entire Rosenberg community was incorporated into the city of Heiligenbeil . Until 1945 it remained in the district of Heiligenbeil in the Prussian province of East Prussia .
