The Crimean Federal District was an administrative unit ( Federal District ) in Russia (see Federal Structure of Russia ) and geographically almost congruent with the Crimean peninsula . The administrative seat was Simferopol , the authorized representative of the President Oleg Belavenzew . The federal district was founded on March 21, 2014 after the pro-Russian governments in the Autonomous Republic of Crimea and the city of Sevastopol declared their independence in the course of the Crimean crisis and after a referendum on the status of Crimea had applied to Russia for membership. The legitimacy of these steps under international law is controversial. On July 28, 2016, the Russian President Putin ordered the dissolution of the federal district with immediate effect. Its territory has been part of the Southern Federal District since then .
