Niederkartlien ( Georgian ქვემო ქართლი , Kwemo Kartli ; completely ქვემო ქართლის მხარე , Kwemo Kartlis Mchare ) is an administrative region of Georgia and part of the historical Kartlien landscape . It is located in the southern part of the country, south of the capital Tbilisi and borders with Armenia and Azerbaijan . The capital Rustavi has about 116,000 inhabitants (2002). Almost half of the population in the region are Azerbaijanis. There is also a now very small but very old ethnic group of Pontic Greeks that goes back to antiquity .

In economic terms, the region ranks second after the capital Tbilisi .

The current state commissioner (governor) is Davit Kirkitadze.

The Niederkartlien region comprises a self-governing city of Rustavi and six municipalities (munizipaliteti) , named after their administrative offices:
