Ratscha-Letschchumi and Lower Vanetia ( Georgian რაჭა-ლეჩხუმი და ქვემო სვანეთი , Ratscha-Letschchumi da Kwemo Swaneti ; completely რაჭა-ლეჩხუმის და ქვემო სვანეთის მხარე , Ratscha-Letschchumis da Kwemo Swanetis Mchare ) is an administrative region in northwest Georgia . It borders Russia in the north and includes the historical landscapes of Ratscha and Letschchumi and the southern part of Svaneti , Lower Svaneti (Kwemo Svaneti) . The region comprises four municipalities (munizipaliteti) , named after their administrative offices Ambrolauri (also the capital of the region), Lentechi , Oni and Zageri . The region is sparsely populated and the population consists almost entirely of Georgians, except in the far eastern part.

The eastern part of the municipality of Oni with the small town of Kwaissi lies on the territory of the Republic of South Ossetia , which is striving for independence from Georgia and recognized by some states , and which administers this area as part of its Dzau district.

The historic Ratscha region in particular has important wine-growing regions. The local Cuvée Chwantschkara , which is only allowed to be made from grapes from the growing area of ​​the same name in the Rionital below Ambrolauri, achieved international fame .
