Mingrelia and Upper Svaneti ( Georgian სამეგრელო და ზემო სვანეთი , Samegrelo da Semo Swaneti ; completely სამეგრელოს და ზემო სვანეთის მხარე , Samegrelos da Semo Swanetis mchare ) is an administrative region in northwest Georgia . It borders Russia to the north and the politically controversial Georgian region of Abkhazia to the northwest . It covers most of the historical Mingrelia region and the northern part of the historical Svaneti region . The capital is Zugdidi . The region is traversed by the Chobiszqali River and its tributaries.

The region is divided into eight municipalities (munizipaliteti) , which are named after their administrative headquarters Abascha , Chobi , Martwili , Mestia , Senaki , Zugdidi , Tschchoruzqu and Zalendschicha . The capital Zugdidi and the second largest city Poti do not belong to any municipality, but are directly subordinate to the region on the same level.
