The State Office for Civil and Regulatory Affairs is a higher state authority with around 700 employees and ten locations in the State of Berlin . The authority performs tasks in the form of services and regulatory tasks in the areas of compensation for Nazi injustice , civil status and residents, and motor vehicles . It is subordinate to the Senate Department for Home Affairs and Sport .
founding
The State Office for Citizens and Regulatory Affairs emerged from the State Inhabitant Office (LEA) in 2005. The reason for the establishment was the reorganization of the state offices in the division of the Senate Administrations for Interior and Transport . This restructuring took place due to the personnel savings of 20% decided by the Senate.
Tasks and organization
The LABO is represented by the director Kirsten Dreher.
In addition to the official data protection officer and an information security officer, which are largely independent units, there are four departments with 32 units. Until the founding of the State Office for Immigration 2020 LABO also was immigration office in Berlin.
Division I - Compensation Authority
The compensation authority decides on applications according to the BEG ( Federal Law on Compensation for Victims of National Socialist Persecution ), the BerlEG (Law on Compensation for Victims of National Socialism) and the PrVG (Law on Recognition and Care of Those Persecuted by National Socialism for Political, Racial or Religious purposes ). The department is also responsible for the execution of the services.

Division III - Motor Vehicles
The main task of Department III is the registration of motor vehicles . In addition, it assigns concessions in casual and regular service , for taxis , ambulances and rental car after the passenger law (PBefG). It is also responsible for determining stops and recording traffic accidents according to the BOKraft .

Projects
The LABO was able to implement a number of projects in the 2016 reporting period. This includes the renewal of the software for the residents' system (VOIS), the commissioning of the Ordnungsamt app online for reporting incidents and the expansion of the electronic driver's license file (ProOnEFA). A current challenge is the introduction of electronic files (e-files).
