The State Office for Finance ( LfF ), based in Würzburg, is a state authority that reports to the Bavarian State Ministry of Finance and Homeland .
To the formation
The State Office for Finance was created as part of the administrative reform of the Bavarian State Government "Verwaltung 21".
As of August 1, 2005, the six district tax offices (Ansbach, Augsburg, Landshut, Munich, Regensburg and Würzburg) were dissolved as independent central authorities of the Bavarian State Finance Administration and merged into a central state authority.
The administrative tasks performed by the district tax offices in the area of surveying administration were transferred to the State Office for Surveying and Geoinformation at the same time .
Until the establishment of the state company Real Estate Freistaat Bayern on May 16, 2006, the State Office for Finance was temporarily responsible for the real estate management tasks previously assigned to the district finance offices .
Headquarters and offices
The State Office for Finance is based in Würzburg (central department). There are offices in Ansbach , Augsburg , Bayreuth , Landshut , Munich , Regensburg and Würzburg. The Augsburg office is assigned processing centers in Ingolstadt and Kaufbeuren , the Regensburg department processing centers in Passau , Straubing , Vohenstrauss and Weiden .
tasks
The State Office for Finance is responsible for the following financial management tasks:
- the determination, arrangement and accounting of the salaries for civil servants , employees and pension recipients of the Free State of Bavaria, including child benefit (family benefits ), allowances , industrial accident welfare / property damage compensation , housing welfare .
- the central billing of travel expenses , separation allowance and relocation allowance.
- the judicial representation of the Free State of Bavaria in accordance with the Representation Ordinance (BetrV) including dunning procedures.
- Extrajudicial and judicial settlement of inheritance assets in the context of inheritance from the Free State of Bavaria;
- Handling of the cash desk tasks for most of the authorities of the Free State of Bavaria (Staatsoberkasse Bayern in Landshut).
- the tasks of the state compensation and state debt administration as well as the company medical service for the financial administration. Until July 31, 2005, these tasks were assigned to the Munich Regional Tax Office (now the Bavarian State Tax Office).
- Organization of business trips for employees of the Free State of Bavaria (Reiseservice Bayern, RSB).
The State Office for Finance is also one of the leading IT service providers within the state administration in Bavaria. The resulting programming and administration tasks are carried out at the Munich and Regensburg offices. The following IT processes are currently being managed across departments:
- BayBAS (Bavarian aid settlement system)
- BayIVS (Bavarian inventory system)
- BayLern® (joint educational portal of the Bavarian authorities)
- BayRKS (Bavarian travel expense accounting system), BayRMS (Bavarian travel management system)
- BayZeit (Bavarian time management system)
- IHV (integrated budget and cash procedure)
- KABU (cash register and paying agent booking procedure)
- KLR (cost / performance accounting and controlling)
- VIVA (integrated standard software payroll accounting, personnel and position management as well as cost and performance accounting)
With effect from December 1, 2017, the tasks of Bayern-CERT were transferred from the State Office for Finance to the State Office for Information Security, which was newly established at that time . It also serves the participants in the Bavarian network of authorities as a contact point that is always available for acute security problems (IT security guidelines for the Bavarian state administration).
The following special responsibilities also exist:
- The Ansbach office is responsible for the implementation of Act No. 59 of the Military Government and Reparation Authority within the meaning of this Act.
- The Munich office is responsible for the affairs of property confiscated and confiscated in the context of reparation, in particular in accordance with Law No. 52 of the Military Government on the Freezing and Monitoring of Property, the Law for the Liberation from National Socialism and Militarism of March 5, 1946 and the Control Council Directive No. 50 of April 29, 1947.
