State Office for Digitization, Broadband and Measurement Bavaria (LDBV), until December 31, 2013 State Office for Measurement and Geoinformation Bavaria (LVG), is the name of an authority in the division of the Bavarian State Ministry of Finance and for Heimat , Department VII "Digitization, Broadband und Vermessung ”, which acts as the highest service authority of the Bavarian Surveying Administration (BVV).
history
Historical origins
During the Second Coalition War between France and Austria and Bavaria, the French Armée du Rhin under General Moreau occupied Bavaria in the spring of 1800 and urgently demanded "astronomically and geographically correct maps". Since this could not be used in Munich, a Commission de Route was commissioned to prepare maps. Elector Maximilian IV. Joseph (later King Maximilian I) was well advised to continue the activities of the French and to found the Topographical Bureau on June 19, 1801 , which soon became a pioneer in surveying technology together with the Royal Immediate Tax Surveying Commission founded in 1808 Area developed.
From Philipp Apian to Joseph von Utzschneider to Alois Senefelder , outstanding personalities shape the history of Bavarian land surveying and cartography.
present
The LVG was created on August 1, 2005 as part of the administrative reform in Bavaria by merging the Bavarian State Surveying Office, which was previously responsible for land surveying, and the land surveying departments of the district finance offices (today State Office for Finance, LfF ).
On January 1, 2014, the south computer center was separated from the Bavarian State Office for Statistics (previously the Bavarian State Office for Statistics and Data Processing ) and incorporated into the LVG. The new name of the office is State Office for Digitization, Broadband and Surveying . The data center south remains almost entirely under one roof with the State Office for Statistics in the office building on St.-Martin-Straße in Munich.
organization
General
The LDBV is based in Munich . It performs its function as the central authority for the 51 offices for digitization, broadband and surveying through the three regional departments in Munich, Landshut and Schwabach . Wolfgang Bauer has been the head of the LDBV since April 1, 2017 . Around 1160 employees work at the LDBV and around 2440 at the offices for digitization, broadband and surveying.
Offices for digitization, broadband and surveying
The 51 offices for digitization, broadband and surveying (ÄDBV) with their 22 branch offices, spread across Bavaria, manage and update the real estate cadastre every day, with around 30,000 property surveys per year. Over 10 million parcels are documented here in digital form. With building measurements, the measuring teams document new buildings and changes to floor plans. In addition, the ÄDBV support the municipalities in expanding the high-speed Internet.
Other offices and locations
The Bavarian State Aircraft Center based in Neustadt ad Aisch, the Broadband Center Amberg and the IT service center of the Free State of Bavaria (IT-DLZ) are also assigned to the LDBV. The main location of the IT-DLZ is in Munich, Giesing, further locations are in Augsburg, Fürth, Landshut, Marktredwitz, Nuremberg, Regensburg and Straubing. In the future, the operating point of the geodata infrastructure will be built in Hof. The IT-DLZ operates u. a. a central platform that provides cross-agency mailboxes for the state offices in the Bavarian network of authorities, physical and virtual servers, central and high-availability databases for specialist procedures and standard applications as well as modern platforms for storing files.
Archive function and field jury
The stone cellar in the State Office for Digitization, Broadband and Surveying is the largest lithography stone warehouse in the world. The maps of the first property survey in Bavaria were archived here on 26,634 stone slabs . The stones weigh around 1700 tons. The advantage of the Solnhofen limestone used was, among other things, the long-term accuracy of shape (in contrast to paper, for example). Accordingly, the lithographic stones were used to reproduce the maps until the middle of the 20th century. The archive has been a listed building since 1980. The institution of the field jury in Bavaria is the oldest known and still preserved communal honorary office in Bavaria.
digitalization
The geodata of the State Office for Digitization, Broadband and Surveying is completely digital and may be. a. also used by private map services such as Google Maps against payment of license fees. The BayernAtlas is accessible to everyone free of charge and without registration. Various map and aerial image data are available online under a free license as a result of the OpenData initiative of the Bavarian State Government .
