The Constituency 1 (Klagenfurt) is a constituency in Carinthia , the political districts of Klagenfurt-Land and Klagenfurt includes. In the 2018 state elections , 119,795 people in the constituency were eligible to vote, with the Social Democratic Party of Austria (SPÖ) emerging as the strongest party with 51.7%. In addition to the SPÖ, which was able to win three basic mandates, the Freedom Party of Austria (FPK) and the Austrian People's Party (ÖVP) each achieved a basic mandate.

Originally there was only one constituency in the state elections in Carinthia. After the 1977 state election in Burgenland had been challenged by the Constitutional Court, the Constitutional Court recognized that the use of “constituencies” in Article 26 of the Federal Constitutional Act, i.e. in the plural, must be interpreted as meaning that there must be at least two constituencies per federal state. As a result, the affected federal states of Carinthia, Salzburg and Burgenland changed their state election regulations. Carinthia carried out the necessary adaptation with the amendment of the state election regulations in 1974 on May 18, 1979, whereby the state area was divided into four constituencies. The districts of Klagenfurt-Land (without the Feldkirchen branch or the later Feldkirchen district ) and Klagenfurt were merged to form constituency 1 .

In the first state election in constituency 1, the Social Democratic Party of Austria (SPÖ) achieved its best result to date with 49.8%. Despite a strong loss of votes, the SPÖ was able to defend the relative majority in the constituency until 1994, but this year it was only just ahead of the Freedom Party. After the SPÖ was able to make a profit again after successive losses in the 2004 state elections, it finally slipped to 27.1% in 2009, its worst value so far. As a result, she was only able to obtain two basic mandates, two fewer than with her best results. While the SPÖ only came second from 1999 to 2009, it was able to recapture first place from the Freedom Party in 2013 with 40.0%.

The Freedom Party , only the third strongest force in 1984 with 14.5%, increased continuously to 41.9% under Jörg Haider until 1999 and took first place that year. The Freedom Party was able to hold onto this with around 42% each in the 2004 and 2009 elections, with the Freedom Party running under the BZÖ brand in 2009. After the FPK split off from the BZÖ, they lost around 70% of their share of the vote in various corruption scandals in the state elections and fell back to fourth place with 12.4%.

The Austrian People's Party (ÖVP), which came in second in 1984 with 30.2% and three basic mandates, fell behind the Freedom Party as early as 1989 and between 1989 and 1999 achieved two basic mandates with 22 to 24% of the vote. In the 2004 state elections, the ÖVP's result halved to 10.7%, which meant that the ÖVP even slipped to fourth place. After the historically worst result, the ÖVP recovered only slightly in the state elections in 2009 and 2013 with 16.9% and 13.3% respectively.

The Green Carinthia failed several times in constituency 1 with various electoral alliances because of the high basic mandate hurdle that was necessary for entry into the state parliament. It was not until the state elections in 2004 that the Greens were able to achieve a basic mandate in the constituency with 11.1% and thus move into the Carinthian state parliament. The Greens, who were able to overtake the ÖVP in the constituency in 2004 and achieved third place, fell back to 8.6% or fourth place in 2009 and also lost their basic mandate. However, by changing the electoral law, they remained in the state parliament. In 2013, the Greens were able to double their share of the vote to 16.5, again achieving a basic mandate and second place for the first time.

In the 2013 state elections, the Stronach (TS) team and the Alliance for the Future of Austria (BZÖ) also made it into the state parliament, but with 9.8% and 6.1% respectively, they missed a basic mandate.
