Laura Codruța Kövesi (born on May 15, 1973 in Sfântu Gheorghe as Laura Codruța Lascu ) is a Romanian lawyer . From 2013 to 2018 she headed the highest anti-corruption authority in her country. She has headed the newly established European Public Prosecutor's Office since the beginning of June 2021 .

Career

training

Kövesi studied at the Babeş Bolyai University in Cluj , the Lucian Blaga University in Sibiu and the West University in Timişoara . Her major was law and her dissertation was on the fight against organized crime .

Advancement in the Romanian judiciary

After completing her studies, Kövesi moved to the judiciary in her country and became a public prosecutor in Sibiu. In 2006 she became attorney general at the Romanian Supreme Court and Cassation Court . In May 2013, Kövesi took over the management of the Romanian anti-corruption authority Direcția Națională Anticorupție . On July 9, 2018, by order of Justice Minister Tudorel Toader , she was dismissed from this position despite initial opposition from President Klaus Johannis .

Nomination for European Attorney General

On February 4, 2019, Kövesi was proposed by a selection committee, alongside the French Jean-François Bohnert and the German Andrés Ritter , as a candidate for the office of the future Public Prosecutor General of the European Public Prosecutor's Office . The committee recommended her as the preferred candidate. The majority of the two European Parliament committees involved also spoke out in favor of it. At the end of February 2019, the responsible committee for civil liberties of the European Parliament nominated her as a candidate for the office. The justice ministers of the EU countries, however, preferred Bohnert. On September 19, 2019, it became known that the majority of EU member states had voted in favor of Kövesi as the head of the future EU public prosecutor's office. Since June 1, 2021, she has headed the authority based in Luxembourg City .

Disciplinary proceedings against Kövesi

Meanwhile, Kövesi was under criminal investigation in her home country. Two disciplinary proceedings against her had been rejected by both the Judicial Council and, in the last instance, on March 25, 2019, by the country's highest court . At the same time, investigations were started against Kövesi on suspicion of corruption . They go back to allegations that the entrepreneur and former PSD member of parliament Sebastian Ghiță (Asesoft, România TV ) had made against them, but which had already been found unfounded by the country's public prosecutor's office . However, on March 28, 2019, charges were brought against Kövesi and she was banned from leaving the country. The process is considered politically motivated and operated by the Romanian government to prevent Kövesi's appointment as EU Public Prosecutor General. After Kövesi took legal action against the imposed travel and freedom restrictions, they were lifted by the country's highest court on April 3, 2019.

Private

In her youth she was a member of the Romanian junior national team, which took second place in the 1989 European youth basketball championship in her own country.

Kövesi was married to the Hungarian Eduard Kövesi between 2002 and 2007 . She speaks Romanian and English .

Awards

She has won several notable international awards , including membership in the Legion of Honor and the Swedish Order of the North Star in 2016.
