Emperor Friedrich III. 1481 granted the city through a council letter the right to appoint the city council and the mayor. However, the city of Salzburg itself has been calling its lords as mayors since Konrad Taufkind.

German Empire
After the German troops marched in on March 12, 1938, Salzburg became part of the German Empire as a Reichsgau. Richard Hildmann was removed from office on the same day and replaced by the National Socialist Anton Giger. According to the Reichsgesetz 1938, Item 116, No. 408, the mayors in the city districts used the designation "Lord Mayor" during the Nazi era , the designation "Mayor" fell to the first alderman. Franz Lorenz (* February 12, 1897 in Niedernsill; † February 14, 1957 in Salzburg) acted as such from 1938 to 1943, and from 1943 Harald Lettner (senior), who took over Lorenz's official duties as acting mayor. Giger's term of office ended with the handover of the city of Salzburg to the Americans without a fight on May 4, 1945.

Second republic
On May 5, 1945, Richard Hildmann was appointed provisional mayor by the Americans. In the first democratic elections after the Second World War, Anton Neumayr from the SPÖ emerged victorious in 1946, Hildmann served as vice mayor until his death. The constitution of the new municipal council with the election of the members of the city council took place on April 15, 1946.
