This article deals with the mayors of the city of Borken (Hessen) in Germany .

history

For the mayor of the city of Borken there are documented records going back to the year 1491. Until the early 19th century, the election for Michaelmas took place every year . Only at the end of the 19th century did the term of office of the mayor change to a significantly longer period.

Electorate of Hesse

The Electorate of Hesse introduced the Hessian municipal code in 1834 .

Until 1866 Borken belonged to the Electorate of Hesse. As a result of the lost German war , the electorate came to Prussia and became part of the Hesse-Nassau province .

Prussia

With the transition to Prussian ownership, the legal basis for the election of mayor changed. The Prussian rural community order now applied in conjunction with the revised Prussian city ​​order .

Occupation time

After the lost Second World War , Borken belonged to the US zone of occupation . The American military government installed Heinrich Albrecht as mayor on April 26, 1945.

In the period that followed, the military government, following a district decree of September 27, 1945, agreed that local councils could be appointed. However, those to be appointed were not allowed to have been members of the NSDAP or any of its branches. In an order of November 13, 1945, the district administrator announced that there were no concerns about the candidates proposed by the mayor.

The first municipal council elections took place in January 1946 . No persons who were excluded as a result of the denazification regulations were allowed to vote . Most of the refugees were also unable to vote because they had lived in Hessen for less than six months.

Federal Republic of Germany

Borken has been part of Hesse since the Federal Republic of Germany was founded . Accordingly, the Hessian municipal code is the basis for the mayor elections. Until March 31, 1993, the mayors were elected by the city council. Since April 1, 1993, the mayor has been elected in a direct election by the citizens entitled to vote according to the principles of majority voting.

The first directly elected mayor was Bernd Heßler.

Results of the direct elections

  • In the first direct mayor election on May 2, 1993, the citizens of Borken voted directly for Bernd Heßler ( SPD ) with 72.1%, compared to 27.9% for his challenger Oskar Breiding ( CDU ). The turnout was 71.5%.
  • In the second direct mayor election on April 11, 1999, Bernd Heßler (SPD) ran two opposing candidates . Detlef Baumann from the CDU achieved 14.7%. Martin Appelhans ( non-party ) received 13.5% of the vote. Bernd Heßler was re-elected with 71.8% of the vote. Compared to the 1993 election, turnout rose slightly to 73.6%.
  • The third direct mayor election on April 10, 2005 was decided between Susanne Albers ( FWG ), Martin Appelhans (independent) and Bernd Heßler. Bernd Heßler received 60.0% of the votes and was thus re-elected. Susanne Albers achieved 31.0% and Martin Appelhans 9.0%. With a turnout of 62.2%, this fell by 11.4 percentage points compared to the 1999 election.
  • In the direct mayor election on March 27, 2011, there was no candidate against Bernd Hessler. He was re-elected with a voter turnout of 57.9% with 3696 votes (= 63%).
  • The mayoral election on September 6, 2015 became necessary because the incumbent mayor, Bernd Heßler, announced that he would resign on December 31, 2015. In the election, Carsten Schletzke ( SPD ) and Marcel Pritsch-Rehm ( FWG with support from the CDU ) competed against each other. The turnout was 60.1% (eligible voters: 10,272). Marcel Pritsch-Rehm was elected as the new mayor.
