The county of Oldenburg had the following regents:

- 1142–1167: Count Heinrich I von Oldenburg-Wildeshausen (around 1122–1167) ∞ Salome von Zutphen-Geldern

- 1167–1209: Count Moritz I (around 1145 - around 1209) ∞ Salome von Hochstaden-Wickrath
