The list of Russian Foreign Ministers includes the Presidents of the Legation Prika , the Foreign Ministers of the Russian Empire , the Foreign Ministers of the Provisional Government , the Foreign Ministers of Soviet Russia , the Foreign Ministers of the Soviet Union, and the Foreign Ministers of modern Russia .

From November 1917 to 1946, the Foreign Minister, like all ministers, was called the People's Commissar and the Foreign Ministry was accordingly called the People's Commissariat for Foreign Affairs ( Russian: Народный коммиссариат иностранных дел , Narodny komissariat inostrannykindel .
