From November 1917 to 1946, the Foreign Minister, like all ministers, was called the People's Commissar and the Foreign Ministry was accordingly called the People's Commissariat for Foreign Affairs ( Russian: Народный коммиссариат иностранных дел , Narodny komissariat inostrannykindel .
