structure

The Maidan Council ( Ukrainian Народне об'єднання "Майдан" ) is an association of several political parties, non-party persons and public organizations of the Euromaidan protests founded on December 22, 2013 in Kiev with the aim of creating “a new Ukraine and a new Ukrainian Establish government, ” draft a new constitution , and fire corrupt judges and prosecutors. The aim was to coordinate the opposition to the then government and the protest movement in all regions of the country. In practice, this also meant promoting support for the organization's goals in the then pro-government and presidential-friendly areas of eastern Ukraine . The organization sought the membership of "millions of Ukrainians". According to a statement by the executive member of the organization Arsenij Jazenjuk , the Maidan Council is "a bit like the Solidarność movement in Poland ".

The council, like the protest movement of the Euromaidan itself, is named after the Majdan Nesaleschnosti , the meeting place of the protesters and the founding place of the council in the center of the Ukrainian capital Kiev.

history

On November 30, 2013, the opposition parties Fatherland , UDAR and Swoboda initially founded the headquarters of the National Resistance . At the same time, they controlled 168 of the 450 seats in the Ukrainian parliament, the Verkhovna Rada .

On December 22, 2013, in the fifth week of the Maidan protests (100,000 gathered in Kiev ), the major opposition and non-party parties established a nationwide political movement called the Maidan . The movement aimed to expand support for the Euromaidan in eastern Ukraine , where support for the Azarov government and President Viktor Yanukovych was concentrated at the time. On the first day of the movement, opposition leader Arseniy Yatsenyuk declared: “Anyone who wants a fair and decent future must be for this movement.” On December 24, 2013, the organization began accepting members.

Role in the February 21, 2014 Agreement and the overthrow of Yanukovych

On the afternoon of February 21, 2014, after months of protests, some of which were violent and also resulted in deaths, the then President of Ukraine Viktor Yanukovych and the then opposition leaders Vitali Klitschko , Arsenij Yazenjuk and Oleh Tjahnybok reached an agreement on the settlement of the crisis in Ukraine signed. The German Foreign Minister Frank-Walter Steinmeier also testified to this contract together with the Foreign Minister of Poland, Radosław Sikorski, with his signature. Among other things, the agreement provided for the formation of a transitional government, changes to the law and new presidential elections in 2014. Steinmeier and Sikorski had also campaigned for this agreement in front of representatives of the Maidan Council, and in the end the council also approved the agreement.

On the evening of the signing of the agreement, however, representatives of various informal opposition groups of the Maidan, including the right-wing extremist militant Prawyj Sector , declared that they would not recognize this agreement after all. Rather, they insist on the demand for Yanukovych's immediate resignation. On the morning of the following day, Saturday, February 22, 2014, a spokesman for the Maidan Council announced that “self-defense forces” had now taken power in Kiev. You have taken control of parliament, the seat of government and the presidential chancellery. On the same day the Verkhovna Rada declared Yanukovych to be deposed. On the same day, Yanukovych first fled to Kharkiv and later fled to Russia.

aims

The council set itself several goals:

  • The drafting of a new constitution for Ukraine "which should make Ukrainians feel that they are ruling the country".
  • Developing an action plan for Ukraine by setting up groups for each policy area, from economics to foreign policy.
  • The installation of groups to provide legal, financial and organizational support to Euromaidan activists who were persecuted for participating in the protests, particularly in Kharkiv and Odessa .
  • “Participation and Protection” of the 2015 presidential election.
  • Establishment of representations of the Maidan Council in 20 regions. Note
  • Formulate a strategy for the development of Ukraine by 2025.
