Manabu Horii ( Japanese 堀 井 学 , Horii Manabu ; born February 19, 1972 in Muroran , Hokkaidō , Japan ) is a former Japanese speed skater and politician. Since 2012 he has represented the 9th constituency of Hokkaidō in the Shūgiin , the lower house of the national parliament, for the Liberal Democratic Party (LDP) .

At the Olympic Games in 1994 he won the bronze medal over 500 m and in 1997 at the individual distance Asian Championships in Obihiro gold over 1000 meters. Even though he set world records over 1000 m or in the sprint fourfight in 1996 and 1997, he was unable to repeat his success from 1994. In 2002 he ended his speed skating career.

In the regional elections in 2007 Horii was elected to the LDP in the single-mandate constituency Noboribetsu in the Hokkaidō prefectural parliament, confirmed in office in 2011 . For the Shūgiin election 2012 , the LDP had set Horii as a candidate in July 2012 in the 9th constituency of Hokkaidō, the constituency of former Prime Minister Yukio Hatoyama . Hatoyama was no longer a candidate, and Horii clearly prevailed against the Democrat Tatsumaru Yamaoka and two other candidates with 55.2 percent of the vote.
