Both officers were in the so-called Kiessling affair involved, in 1984 the then Deputy NATO - Commander Europe General Günter Kiessling blackmail because of his alleged homosexuality was accused. Fanslau was retired on March 31, 1988, whereupon Lieutenant General Dieter Clauss became his successor on April 1, 1988 as head of the personnel department in the Federal Ministry of Defense.
