biography

Houmard, whose family came from Champoz , lived in neighboring Malleray and received his education there. After being at the Canton Solothurn the scientific Matura had finished, he studied from 1948 in the Bavarian Rosenheim at Holztechnikum . 1952 followed a further training at the École supérieure du bois in Paris . From 1953 he worked first as a teacher, later as director of the wood school (today's Bern University of Applied Sciences for Architecture, Wood and Construction ) in Biel , until his retirement in 1993. He also worked in the family's own wood trading and processing company in Malleray, from 1972 as Director and Chairman of the Board of Directors .

From 1952 to 1972 Houmard's father Marc was president of the probernische Union des patriotes jurassien , which spoke out against the creation of the canton of Jura . Also son Marc-André engaged in the Jura question politically for the cause of Proberner and presided from 1977 to 2007, the successor organization Force démocratique . Pro-Jurassic separatists of the Front de liberation du Jura carried out two arson attacks (1963 and 1992) on the Houmards sawmill. When the canton of Jura was founded in 1979, the Moutier district , in which Malleray is located, remained with the canton of Bern.

Houmard was elected to the National Council in the same year , which he was a member until 1991. He was particularly committed to the timber industry . A motion introduced by him in 1980 led to a revision of the Forest Act, which aimed to increase the use of wood as a building material. He also played a key role in drafting the Forest Act that came into force in 1991 . In 1983, Houmard was a co-founder and then president of the «Swiss Wood Committee». This resulted in the Wood Industry Conference (HWK) in 1996, which he also chaired. In 2000 the HWK merged with the Swiss Working Group for Wood. The new association "Lignum, Holzwirtschaft Schweiz" was also under his leadership. In his last year as president of the association, he represented the Swiss wood industry at Expo.02 in Neuchâtel , which was presented at the Palais de l'Équilibre .

Politically, Houmard last appeared in 2013 as a member of the Notre Jura Bernois Committee , before the vote on a possible merger of the Bernese Jura with the Canton of Jura. The bill was clearly rejected in the Bernese Jura.
