Marian Filar (born October 6, 1942 in Krosno ; † June 1, 2020 ) was a Polish legal scholar , full professor, politician and from 2007 a member of the Sejm in the VI . Electoral term.

Scientific activity

In 1967 he graduated from the Faculty of Law and Administration of the Nicolaus Copernicus University in Toruń . He received his doctorate in 1972 from the same faculty. In 1977 he completed his habilitation. From 1978 to 1979 he was a civilian employee and lecturer at the officers' college at the Ministry of the Interior “F. Dzierżyński ”in Legionowo . He received the title of professor in 1988 and became a full professor in 1991. Since 1990 he has held a professorship for criminal law and criminal policy at the University of Toruń. Between 1988 and 1990 he was Dean of the Faculty of Law and Administrative Sciences and Vice Rector of the University between 1990 and 1993.

He was a member of many Polish and international scientific societies and governing bodies. He was the author of 180 works and monographs in the field of criminal law , sexual criminal law and medical criminal law . He has supervised many doctoral and master's theses.

He has given lectures at many foreign universities (including Germany , Italy and Finland ). He was an expert on crime prevention and control for the United Nations . He was the co-author of the Codification of Criminal Law. He was a specialist in social crime.

He was general secretary of the Scientific Society in Toruń, chairman of the Friends of Toruń. He was the author of a weekly feature section, first in the Nowości newspaper , then in the Toruń local edition of Gazeta Wyborcza .

Political activity

First he was a member of the Liberalno-Demokratyczny (Liberal-Democratic Congress - KLD), then he joined the Unia Wolności (Freedom Union - UW) and finally became a member of the Partia Demokratyczna - demokraci.pl (Democratic Party - PD) (until August 2006). From 1997 to 2001 he was Deputy Head of the State Tribunal.

He ran several times unsuccessfully in various elections. In 1997 he applied for the Sejm election via the UW list. In 2001 he ran for the Senate for the Blok Senate Committee 2001 , a year later for the Sejmik of the Voivodeship through a local group . In July 2004 he ran in the elections to the European Parliament , but the number of votes he achieved of 29,185 votes was not enough for a mandate. In the 2005 parliamentary elections , he took first place on the PD list for the Toruń constituency. In the local elections in 2006, he ran with the support of the Civic Platform (Civic Platform - PO) for the post of Mayor of Toruń, but was defeated by the incumbent Michał Zaleski .

In the parliamentary elections in 2007 he was elected to the Sejm for the constituency of Toruń with 21,892 votes on the list of Lewica i Demokraci (Left and Democrats - LiD). After the election he joined the PD and was a member of the program council and regional bodies of this party. In December 2007 he became the representative of the Sejm in the National Council for Justice. He was a member of the Sejm commissions for justice and deputy chairman of the commission for legislation.

On April 9, 2008 he was a co-founder of the Democratic Group.
