Marie-Arlette Carlotti (born January 21, 1952 in Béziers , Département Hérault ) is a French politician of the Parti Socialiste (PS), who was a member of the European Parliament from 1996 to 2009 and since May 16, 2012 Assistant Minister for People with Disabilities is in the Cabinet of Prime Minister Jean-Marc Ayrault in the Ministry of Social Affairs and Health .

Studies, professional activity and party offices

After attending school, Marie-Arlette Carlotti studied law at the Paul Cézanne Aix-Marseille III University , graduating with a Diplôme d'études supérieures spécialisées (DESS). She completed a subsequent postgraduate degree in human resources at the Institut d'administration des entreprises in Aix-en-Provence with a further DESS and then took up a position as a manager in the space industry .

During her studies, she joined the Parti Socialiste as a member in 1970 and was a member of the National Council from 1983 to 2003 and a member of the National Office of the PS from 1986 to 1994, making her one of the party's top management bodies. At the same time she was national secretary for audiovisual media from 1986 to 1988 and later from 1993 to 1994 national secretary of the PS for human rights .

MEPs and unsuccessful candidacies for the National Assembly

After a member of the European Parliament left the European Parliament, Marie-Arlette Carlotti became a member of the European Parliament during the fourth legislative period in 1996 and was a member of it after re-elections in 1999 and 2004 to 2009.

During her longstanding membership in the European Parliament, she was initially a member of the Committee on Social Affairs and Employment from September 1996 to January 1997 and then from January 1997 to July 2009 a member of the Committee on Development and Cooperation. In addition, between September 1999 and July 2009, she was Deputy Chairman or Vice-President of the Members of the European Parliament at the Joint Parliamentary Assembly of the Agreement between the States of Africa, the Caribbean and the Pacific Ocean and the European Union (ACP-EU).

In addition, Carlotti, who was also the PS's national representative for relations with non-governmental organizations between 1998 and 2000 , was elected for the first time as a member of the General Council of the Bouches-du-Rhône department in March 1998 and has represented the canton of Marseille since re-elections in 2004 and 2011 -Les Cinq-Avenues . At the PS party conference in Reims in 2008 , she supported Bertrand Delanoë's candidacy . Delanoë was considered a favorite for the election of First Secretary of the Parti Socialiste in 2008, but withdrew his candidacy in favor of Martine Aubry after losing his stream in the vote on the work program.

Support from Hollande and Minister Associate

In the regional council elections in March 2010, she was also elected a member of the regional council of the Provence-Alpes-Côte d'Azur region and supported the election of the top candidate Michel Vauzelle as president of the regional council. Shortly thereafter, she stood up for the candidacy of François Hollande as President and supported him in the PS primary elections in 2011 and in the 2012 presidential election .

After her re-election as a member of the General Council of Bouches-du-Rhône, she supported the re-election of Jean-Noël Guérini as President of the General Council in March 2011 as a member of the electoral alliance made up of PS, Parti radical de gauche (PRG) and Divers gauche (DVG) . On November 16, 2011, she joined the Hollande election campaign team, where she was responsible for equality between men and women. A few months later, she called for Guérini's resignation after allegations were made public against him in the context of public procurement. She described the allegations against Guérini as "very serious, very serious, very rare for a local politician".

After François Hollande was elected President and Jean-Marc Ayrault was appointed Prime Minister, she was appointed Assistant Minister for People with Disabilities in his cabinet on May 16, 2012, reporting to Marisol Touraine , Minister of Social Affairs and Health .

In the parliamentary elections in 2012 , Marie-Arlette Carlotti ran again for a seat in the National Assembly in the Bouches-du-Rhône V constituency .

In March 2013 she announced her candidacy in the upcoming mayoral election in Marseille in 2014 .
