Martin Flade

Martin Flade (* 1958 in Hamburg ) is a German landscape planner , nature conservationist and was head of the Schorfheide-Chorin biosphere reserve from 2013 to 2016 and has been head of the Schorfheide-Chorin biosphere reserve again since October 15, 2018 . Since 1997 he has been editor of the journal Die Vogelwelt - Contributions to Ornithology .

Life

From 1978 to 1984 Flade studied landscape planning at the TU Berlin . In November 1993 he did his doctorate on the subject of the breeding bird communities of Central and Northern Germany - Basics for the use of ornithological data in landscape planning .

From October 1992, Flade was head of species protection in Brandenburg. Martin Flade became head of the biosphere reserve in May 2013. After disputes about nature conservation evaluations and conflicts with users, the Brandenburg state government dismissed him on January 1, 2016.

The Naturschutzbund Deutschland (NABU) regretted the replacement of Flade, as it had given important impetus for regional development. Flade has never shied away from critically questioning developments at the expense of nature and, if necessary, taking sides personally. NABU demanded that, despite Flade's removal, the standards for the Schorfheide-Chorin model region must be maintained.

Flade has lived in Brodowin since 1996 , is married and has two children.

Work in the Schorfheide

Flade strongly advocated nature conservation issues as head of department for large protected areas in the Brandenburg State Environment Agency.

In 2004 there was an unauthorized and illegal felling of 572 ancient Brandenburg oaks in the “Redernswalde” nature reserve in the Schorfheide-Chorin biosphere reserve. The entrepreneurial couple Elisabeth and Hugo Fiege ( Fiege Group ) had the 572 oak trees felled in the Redernswalder Forest nature reserve there through their private nature conservation foundation Schorfheide-Chorin . All were in an area that had been secured as a planned total reserve , with a change lock that prohibited any intervention. The private but non-profit foundation had received the area free of charge from the state of Brandenburg for these purposes alone. In an official statement, Flade branded the deforestation as "environmentally unsubstantiated and harmful". In a note on internal use, he wrote that the "only reasonable justification" for the logging could be to generate "a short-term financial gain" for the foundation. When the spectacular deforestation was reported in the media in 2005, this was also the position of his superiors, up to the Brandenburg Environment Minister Dietmar Woidke (SPD).

The foundation boss-entrepreneur Hugo Fiege complained to Prime Minister Matthias Platzeck and his lawyers wrote to Environment Minister Dietmar Woidke, urging the fine proceedings to be discontinued. On August 12, 2005, the case was declared closed. In a joint press release by the state government and the foundation on the “felling of individual oaks” it was stated: A “final examination of the factual and legal situation” had shown that the foundation had not violated any legal provisions. "As a result, criminal and regulatory investigations ... have been suspended." After Flade persisted in the case, he was dismissed from his post. Flade sued against it under labor law and won.

Flade had to lead disputes between forest owners, farmers and entrepreneurs with the demands of nature conservation to a consensus.

In December 2015, the Brandenburg Ministry of the Environment announced that Martin Flade would be dismissed from his position as head of the biosphere reserve. The impetus was allegedly a letter from the board of trustees with a long list of allegations against the reserve management. Above all, it accuses the administration of allegedly not having considered all interests in a balanced manner, and Flade for taking too strict a position for nature conservation.

The fire letter from the Board of Trustees was triggered by a dispute over the Hemme-Milch company in Schmargendorf near Angermünde. The direct marketer of fresh milk and regional products wants to expand its location, but is located in the biosphere reserve. The reserve management allegedly did not want to negotiate about a possible land use. Martin Flade was particularly chalked up in this context for a letter to the editor that he wrote as a private person on the matter in question.

The board of trustees of the biosphere reserve criticizes the "one-sided orientation" on ecological agriculture. Private forest owners and farmers from the Uckermark and Barnim districts also raised the mood against Flade. They dislike the management plans presented in 2015. The actions of the reserve administration are often perceived as "unrealistic, unyielding and schoolmastering", says the letter to the head of the state environmental agency.

The Association of Friends of the German-Polish European National Park Lower Oder Valley is opposed to the change . Dealing with Flade is a "further declaration of bankruptcy by state nature conservation in Brandenburg".

Ulrike Garbe became the new head of the Schorfheide-Chorin Biosphere Reserve. Until then, she will head the EU Lesser Spotted Eagle project around Angermünde. On October 15, 2018, Ulrike Garbe was replaced by Martin Flade based on the decisions of the courts.

Further commitment

Flade is chairman of an international working group for the protection of the globally threatened reed warbler ( Acrocephalus paludicola ) under the umbrella of BirdLife International and active on the board of “Ökodorf Brodowin eV”.
