Michael Peter Karsten Bürsch (born June 3, 1942 in Stettin ; † December 9, 2012 in Berlin ) was a German politician ( SPD ).

Life and work

After graduating from high school in Kiel in 1961 , Bürsch studied law at the Christian-Albrechts-Universität Kiel , which he completed in 1967 with the first state examination in law. He then took part in a postgraduate program in the USA and then did his legal clerkship from 1970 to 1973 , which he completed with the second state examination. In 1971 he received his doctorate as Dr. jur. at the University of Kiel with the thesis "Small-State Constitution between Vormärz and Reaction - Studies on the Origin of the Waldeckian-Pyrmontic Constitutional Documents of 1849 and 1852" . After completing his legal clerkship, he initially worked as a research assistant at the University of Kiel and in 1975 moved to the federal ministerial administration. From 1984 to 1989 he then worked for the former Federal Chancellor Helmut Schmidt .

From 1993 to 1997 Bürsch worked as a freelance management and administration consultant for consulting projects in the public sector.

Michael Bürsch was married and had a son.

After working as a member of the Bundestag, he founded the Center for Corporate Citizenship Germany (CCCD).

MP

On June 17, 1997, Bürsch replaced the resigned MP Norbert Gansel in the Bundestag . From 1997 to 2009 he was a member of the German Bundestag . From 1998 to 2002 he was chairman of the Enquête Commission on the Future of Civic Engagement and from 2002 to 2009 of the Subcommittee on Civic Engagement .

From 2003 to 2009 Bürsch was the spokesman for the working group on public-private partnerships of the SPD parliamentary group . This working group formulated the PPP Acceleration Act with the strong involvement of various economic experts. Since this was not without criticism, he urged a pragmatic approach to lobbying . From 2006 to 2009 Bürsch was also deputy spokesman for the parliamentary group's migration and integration group .

Bürsch entered the Bundestag in 1997 via the Schleswig-Holstein state list and thereafter always as a directly elected member of the constituency of Plön - Neumünster . In the 2005 Bundestag election , he received 47.0% of the first votes . In 2009 he did not run again for election. Instead, Birgit Malecha ran in his constituency .

Public offices

From 1988 to 1993 Bürsch was State Secretary in the Ministry for Federal and European Affairs of the State of Schleswig-Holstein and head of the Schleswig-Holstein state representation at the federal government .
