Muchtar Qapaschuly Altynbajew ( Kazakh Мұхтар Қапашұлы Алтынбаев , Russian Мухтар Капашевич Алтынбаев ; born December 10, 1945 in Karaganda , Kazakh General SSR ) is a Kazakh army .

Life

Muchtar Altynbayev was born in Karaganda in 1945 . He studied at three different military institutions. In 1966 he graduated from the Kinel-Cherkassky training aviation center, in 1977 he graduated from the Military Aviation Institute in Armavir, and in 1985 he graduated from the Zhukov Military Academy for Air Defense Commanders . Since May 2002 he has been in the rank of Kazakh army general .

Between 1969 and 1985 he served in the Soviet Air Defense Forces , including as a pilot, flight commander, squadron captain, deputy commander and commander of a regiment in Perm . After attending the Zhukov Military Academy, he was appointed department commander and later served as the deputy commander of the air defense of the Soviet military district of Turkestan . After Kazakhstan's independence, he became a commander in the Kazakh Air Defense Forces and Deputy Defense Minister of the country in 1992. From 1993 he was commander of the Kazakh Air Force and also deputy minister of defense. On October 30, 1996, he became a member of the Kazakh government as Minister of Defense . After it became public that the Kazakh Ministry of Defense wanted to sell 30 old MiG fighter jets from the holdings of the Kazakh military to North Korea , Altynbayev and Nurtai Äbiqayev , chief of the Kazakh secret service KNB , were dismissed for gross violations of the arms trade laws in August 1999.

After his release, he became the Air Force Commander of Kazakhstan before being reappointed Minister of Defense on December 8, 2001. After Prime Minister Danial Akhmetov resigned in January 2007 , Altynbayev was also dismissed from his post. He then became Chairman of the General Staff and Deputy Minister of Defense. From April 2010 to July 2017 he was a deputy in the Kazakh Senate , where he was a member of the Committee on Foreign Affairs, Defense and Security.

Muchtar Altynbayev is married to Gulbanu Altynbayeva. Their son, Muslim Altynbajew (* 1966), is a major general in the Kazakh armed forces.
