18 member communities from North Baden form the Heidelberg-Mannheim neighborhood association . The neighborhood association has its headquarters in Mannheim and, on behalf of its member communities, primarily prepares the regional land use plan (FNP). In the north Baden part of Baden-Württemberg it covers around 488 km² with around 666,000 inhabitants, with an average settlement area of ​​34 percent, and 44 percent in the core areas of the Neckar-Rhine Plain and Bergstrasse. It was founded on January 1, 1976.

Members are Brühl , Dossenheim , Edingen-Neckarhausen , Eppelheim , Heddesheim , Heidelberg , Hirschberg an der Bergstrasse , Ilvesheim , Ketsch , Ladenburg , Leimen , Mannheim , Nußloch , Oftersheim , Plankstadt , Sandhausen , Schriesheim and Schwetzingen .

The main organ is the association assembly, in which the municipalities are represented approximately according to the number of inhabitants. It elects an association chairman who heads the association administration for two years.

The zoning plan 2015/2020 in its published version of June 15, 2006 with four local reserved areas is currently legally binding.

He has to participate in the spatial planning procedures , local plan approval procedures for roads, water, railways and the development plans of the association and neighboring communities.

He is to be involved in landscape protection ordinances and nature conservation ordinances .

Its legal basis is the Neighborhood Association Act of the State of Baden-Württemberg based on Section 205 (6) BauGB .
