The first conservation efforts go back to 1979, when an area of 103 km² was placed under nature protection. Since the area was located directly at the Iron Curtain , it was not open to the public and nature could develop undisturbed.

After the turning point in 1989, the nature reserve was converted into a national park on July 1, 1991 by the government decree of the Czech Republic No. 164 Codex 1991 , which included an area of 63 km². The actual protected area is 29 km².

At the beginning of 2000 the national park was also established on the right Thayaufer on the Austrian side; Since then, a common protected area has been spread across both national territories, in which one can move unhindered since the Schengen Agreement .
