The Federal State New Russia ( Russian (Федеративное государство) Новороссия (Federatiwnoje Gossudarstwo) Noworossija ; Ukrainian (Федеративна держава) Новоросія (Federatywna derzhava) Noworossija ) was proclaimed on May 24, 2014 Union between the proclaimed Donetsk People's Republic and the proclaimed Luhansk People's Republic . Both emerged in the course of the war in Ukraine since 2014 and are not recognized internationally.

In May 2015, the project was declared over due to the lack of support from Kharkiv , Odessa and Dnepropetrovsk . Instead, on July 18, 2017, pro-Russian separatists proclaimed a new state called Little Russia . This should only include the people's republics of Lugansk and Donetsk. However , the area has no geographical overlap with historic Little Russia .

Surname

The name refers to a briefly existing province of New Russia of the Russian Empire . These were conquests in the area of Crimea and today's southern Ukraine under Catherine the Great .

The term Union of People's Republics ( Russian Союз народных республик Soyuz narodnych respublik ; Ukrainian Союз народних республік Sojus narodnych respublik ) is preferred by some actors within the Union . However, the name New Russia has caught on, also because the name was used by Vladimir Putin in spring 2014 .

founding

Following the ousting of Ukrainian President Viktor Yanukovych , secession movements covertly supported by Russia and President Putin broke out in eastern Ukraine and Crimea . From this the war in Ukraine developed since 2014 , in which Russia-friendly associations tried to force the detachment of the areas around Donetsk and Luhansk from Ukraine.

The two Russian citizens Alexander Borodai and Alexei Karjakin , the leading actors of the two self-proclaimed People's Republics, signed a memorandum on the establishment of the Union on May 24, 2014 in Donetsk . The signing took place during a meeting of self-appointed representatives of the people from the southern and eastern regions of Ukraine. It was stated that other areas represented at this conference, namely Kherson , Odessa , Kharkiv , Dnipropetrovsk , Mykolaiv and Zaporizhia , could join this union in the near future , provided similar referendums were held. The flag of the New Russia Party was chosen as the flag. In May 2015 it was reported that due to the lack of support for the other hoped-for areas, namely Kharkiv and Odessa, the project would be frozen until sufficient support was established.

The Ukrainian side and numerous international observers assume, however, that members and units of the regular units of the Russian army with their equipment as well as members of the Russian secret services will also be deployed in eastern Ukraine . This is confirmed by isolated sources on the part of the militias.

In the report of the United Nations High Commissioner for Human Rights of July 28, 2014, reference was made to a reign of terror by the pro-Russian armed groups with imprisonment, kidnappings, torture and executions.

Flag often used by the militias

At the beginning of August 2014, the two militia-controlled areas around Luhansk and Donetsk may have been temporarily cut off from one another. Within a short time, however, the forces directed against the central government of Ukraine were able to massively expand their territories again thanks to Russian help. The fighters of New Russia were described by the American Secretary of State John Kerry as a de facto extension of the Russian army, which would be supplied and commanded by Moscow.
