The Lower Saxony Athletics Association e. V. (NLV) is one of the 20 state associations of the German Athletics Association . It is organized in the State Sports Association of Lower Saxony . It is based in the House of Sports in Hanover . With a membership of around 68,000, the NLV is one of the largest regional professional associations in the Federal Republic of Germany.

Organization and structure

The Lower Saxony Athletics Association is the umbrella organization for the athletics clubs in Lower Saxony. According to its statutes (new version: October 30, 2010), the NLV takes on the legal form of a registered association (eV). As a result, profits may only be reinvested for statutory purposes. The office of President has been held by Uwe Schünemann since 2018.

As a state professional association, the Lower Saxony Athletics Association is organized along with 57 other associations in the State Sports Federation of Lower Saxony (LSB). The close cooperation between the regional professional associations and the regional sports association creates the conditions for fulfilling individual goals and tasks. The main purpose of the State Sports Association of Lower Saxony, as defined in § 2 point 1 of the statutes, is the fundamental representation of interests and support of its members. In addition to financial support, it promotes the work of the association, the construction of sports facilities and the interaction between the regional professional associations organized in it. Sports development should be designed to be socially and economically sustainable. Problems manifested at club level affect both the state professional associations and the state sports federation. These include, among other things, the decline in voluntary work and the tendency towards oligarchization in clubs. The Landessportbund Niedersachsen and NLV are trying to counteract the latter through their training and further education programs. In addition to promoting (young) managers, the focus here is on training as a trainer and instructor. The NLV, which has its main base (competitive sport) in Hanover, is particularly dependent on the cooperation with the Landessportbund, as sponsor of the Olympic base of Lower Saxony , the "Academy of Sports" and the Lotto Sports Boarding School Hanover (all located in the Hanover Sports Park ). The support of the Landessportbund is usually of an interdisciplinary nature, i. H. not sport specific.

The umbrella organization assumes the professional support of its associations. In the case of the Lower Saxony Athletics Association, this is the German Athletics Association (DLV) at the federal level. While the work of the State Sports Association of Lower Saxony is more about monetary and cross-sport support, the tasks of the DLV are geared towards the subject area "athletics". The NLV and the other state associations primarily concern the developed concepts for the areas of competitive sports, mass sports and training and further education.

Districts and counties

The NLV is divided into four districts (Braunschweig, Hanover, Lüneburg, Weser-Ems) and 46 districts (as of 2013). The politically independent districts of Ammerland and Friesland merged and took on the legal form of a registered association. In the association, these two are organized as the NLV district Ammerland-Friesland. If the districts and counties have their own legal capacity, they are financially self-sufficient in relation to the association. However, the objectives and corresponding measures should not contradict those of the NLV. In sporting matters, the association has the authority to issue instructions to the districts and districts.

Association and membership structure

Club development of the NLV

The 66,800 members are organized in 924 associations (as of 2013).

Nationwide, the NLV is in second place with this number of clubs, after Bavaria (1,290). In terms of the number of members, the NLV falls behind Bavaria (146,705), Westphalia (133,944) and Württemberg (102,496) to fourth place. In the youth sector, the Lower Saxony Athletics Association, with 26,324 active young people, is in the upper quarter of the association comparison, behind Bavaria (53,251), Westphalia (40,389), Württemberg (38,4259) and Hesse (31,248). In relation to the senior sector (60+), the NLV is in sixth place with 10,475 active senior citizens. (Statistics: as of 2013).

On the basis of the last status report of the NLV clubs (2013) to the state sports federation, there are two clubs within the association with more than 1,000 members in the athletics division. The largest athletics clubs in Lower Saxony include the Osnabrück Sport Club (1,370 members), MTV Braunschweig (1,078) and SC Melle 03 (723).

The presidium of the NLV around the president Uwe Schünemann consists of eight other members. The post of Vice President Finance is held by Thomas Behling, and that of Vice President Competitive Sports by Christoph Stolz. Andreas Uhl is Vice President of Popular Sports and Sports Development and Petra Möhle is Vice President of Competition Organization. The position of Vice President Education is Bernd Rebischke, Vice President Legal is Rainer Cherkeh. The chairman of the Lower Saxony Athletics Youth (NLJ) Steffen Brümmer is committed to youth work. Vice-president for public relations and marketing is the Sat1 presenter and former all-rounder Antonia Wellmann. At her side is the former director of the NDR studio in Braunschweig, Udo Röhrig . The main task of the Presidium is the management of the association, taking into account the statutes and regulations of the association and the resolutions of the association council and day. Association day

In the Association Day of the NLV, which meets every four years, the delegates of the districts and districts, the members of the Presidium and the two active spokesmen are. The number of delegates of the districts and districts results from the respective number of registered athletes. The basis is always the inventory of the LSB on October 1st of the previous year in which the Association Day met. Each circle has a delegate for every 1,000 registered members. A further delegate follows for every commenced thousand limit. The same distribution scheme also applies to the districts. Here, however, the limit is not a thousand members, but five thousand.

According to the statutes of the NLV, the association day is responsible for amendments to the statutes, elections (here: especially those of the honorary president) as well as for the order of all affairs of the association (as far as they are not incumbent on the association council or the presidium). It relieves the members of the Presidium in their decisions, receives the statement of accounts from the Presidium and adopts the annual financial statements for the past financial year. The budget for the next year must always be approved by the association day before implementation. The association day is the responsible body when it comes to the collection of levies or resolutions on the amount of membership fees, taxes or fees. In years when the Association Council does not meet, the Association Day is responsible for its tasks. If the association is dissolved, this must be resolved by the association day. In general, a simple majority is required for resolutions of the Association Day. Two thirds of the votes cast are only required if the articles of association are changed.

Association Council

The association council consists of the executive committee and the chairmen of the districts and districts. Each member has one vote here. Districts and districts can express their interests specifically in the association council. It meets annually unless an association day has been convened. The responsibilities of the association council as set out in the administrative rules of the NLV are deliberations and resolutions on the rules of the NLV and guidelines for practical sporting work to be promoted. In addition, the Association Council - unless stipulated by the NLV's fee schedule - sets the amount of duties. Members of the application review committee can be appointed by him.

Expert commissions

There are five specialist commissions that work independently in accordance with the guidelines of the Presidium. All members are appointed by the Presidium. The Presidium has the right to veto decisions by the specialist commissions. Each expert commission may consist of a maximum of seven voting members, of which the chairman is the responsible member of the executive committee. Legal Committee

The legal committee consists of the chairman, who should be qualified for the office of judge or for higher administrative service, and four assessors. All actions must be based on the DLV's legal and procedural rules.

In its statutes, the NLV defines ten main tasks of the association's work. In addition to the uniform orientation of athletics within the association and the support of the districts, districts, clubs and members, this includes, above all, the promotion of active sport (competitive, popular and competitive sports). Alongside this, youth work, training and further education and the implementation of events (especially championships) are listed here. Additional tasks are the publication of an association newspaper ( relay baton ) and the creation of lists of the best and records.

Training

In the field of education, the NLV cooperates with various institutions from all over Lower Saxony. In addition to the institutes for sports science at the universities of Hanover, Oldenburg, Osnabrück and Göttingen, these include the Lower Saxony Sports Association for the Disabled, the Lower Saxony State Sports Association and the Lower Saxony Gymnastics Association.

In addition to training as a club assistant, the association is primarily responsible for training coaches for licenses C to A. In the area of ​​the C license, a distinction is made between the areas of competitive sports (youth athletics), popular sports and children's athletics. Building on this, further qualifications under the B license in the areas of competitive sport and prevention are possible. The A license (competitive sport) can ultimately only be obtained on the basis of the B license (competitive sport).

The NLV also offers various licenses for judge training. Building on the basic training to become a referee, there is the possibility of training as a chairman, referee and speaker. Within these licenses, discipline-specific training courses follow, for example to become a starter or judge.

Championships

The state championships (individual and team) in all age groups are held annually in competition operations. The individual championships for the youth U16 to U20 as well as those of the active (men / women) have been held together since 2014. By resolution of the Association Days of the Lower Saxony Athletics Association and the Bremen Athletics Association, the two associations have been organizing their championships together since January 1st, 2009. Since then, athletes from both associations have been included in a joint rating.

In order to provide the general public with current information, the NLV uses - in addition to its website - the print media. The association magazine Staffelstab appears every two months . In addition to current topics from association activities in the districts and districts, athletes and officials are presented and championships and special events are reflected on.

Youth work

The realization of the youth work is primarily coordinated by the Lower Saxony Athletics Youth (NLJ) and the Youth Commission.

General promotion of youth includes a. the equality of all young people with regard to their gender or their origin. The values ​​and norms of sport should be conveyed at an early stage. In addition to fair treatment in sport, this includes above all the critical examination of the subject of doping . Athletics should not only be brought closer to the youth from a performance-related perspective. Above all, health awareness and having fun in sport are paramount. The entire area of ​​action extends not only to the association's internal work, but also to cooperation with national and international youth organizations. The student comparison matches of the North German Associations are an example of this from a sporting point of view. This event is held annually by one of the northern German athletics associations for 14 and 15 year old schoolchildren. Each association provides a selection team of boys and girls.

Another goal of youth work is the implementation of contemporary forms of athletics. A current example is the introduction of children's athletics. This form is intended to make the sport more attractive to children in a variety of ways. The step away from the conventional disciplines of running, throwing and jumping towards disciplines such as zone long jump or bicycle tire throwing should make athletics more fun for children. The optimal development of various coordinative skills is a positive side effect here. There are several reasons for distancing themselves from conventional athletics in childhood. Among other things, it is criticized that training at a young age is often too skill- and performance-oriented. With regard to the sensitive phases in childhood, in which certain coordinative and conditional skills can be improved particularly well, it is important to encourage them early, which is possible with this model.

Popular sport

HealthyAthletics

In addition to competitive sport, popular sport is a major pillar in the conception of the NLV. With the “HealthyAthletics” concept developed by the NLV, the association works in the broad field of health sport. This concept can be divided into four areas, which are intended to convey the joy of athletics through preventive forms of movement.

The "Have fun doing it" area is about training physical and coordinative skills in a playful way. The diversity of the exercise repertoire is intended to motivate children to stay active in the long term. Therefore, attempts are already being made here to train behavior in sport appropriate to the situation by means of small competitions. Dealing with victories and defeats plays an important role. The second area, "Get in shape", is about Nordic walking. In these course units, the basics of Nordic Walking are taught as part of endurance training. In the area of ​​the popular sports concept of the NLV, this sport represents an important pillar. The third area has the title “Get your strength”. In addition to learning the technique of Nordic walking, the focus here is on exercises to strengthen the back. In addition to practical elements, theoretical knowledge relating to human anatomy and physiology as well as training science is taught. The last area differs in terms of content from the two previous pillars of "HealthyAthletics". Under the motto "run yourself fit", course participants are slowly introduced to running. The complexity of the exercises is gradually increased. In addition to learning the right running techniques, theoretical units are also part of the course program.

badge

Sports enthusiasts have the opportunity to obtain various badges at the NLV. In the areas of running , Nordic walking and all-around competitions, the association issues different degrees of these badges. With the running badge, for example, there are awards in six levels, from a 15-minute run to a marathon. The distances can be covered at any speed, but without breaks. The same conditions apply to the Nordic Walking badges. However, there are only three levels (30 min; 60 min; 120 min). With the all-around badge, a three-way battle is carried out regardless of age. The international point evaluation is the basis for awarding points.

Fun runs

Fun runs have enjoyed increasing popularity in recent years. In 2002 the association registered around 150,000 people running races, in 2012 it was already over 200,000. Fun runs traditionally take place outside the stadium. In addition to running, hiking, walking and Nordic walking are also possible. According to the German Athletics Regulations (DLO), road races include running distances of 5 km, 10 km, half marathon, marathon, 100 km, 5 × 10 km. The walking distances (road) include distances of 10 km, 20 km, 30 km and 50 km.

history

founding

With the aim of organizing the previously illegal sport in Lower Saxony, a meeting was called in Hanover in January 1946 under the leadership of the then head of general sport in Lower Saxony (Heinrich Hünecke). The aim was to found a Lower Saxony sports association and structure sport in Lower Saxony. At this conference it was decided to entrust Walter Weiß with the organization of athletics in Lower Saxony.

The foundation stone for the later Lower Saxony Athletics Association was laid on October 26, 1946 in Braunschweig. Under the leadership of Walter Weiß, the athletics working committee for the Lower Saxony area was founded in a meeting of various actors, some of whom knew each other from working-class sports. In addition to the initiator Walter Weiß, who later also held the office of president in the NLV, Heinrich Hünecke (head of overall sport in Lower Saxony), Georg Boose, Kurt Blut, Gerhard Bode, Karl Hahne and Willi Tielemann (later treasurer) were among the members Founders.

By expanding the board in 1947, another milestone was reached on the way to today's association. That year, the first NLV championships of the post-war period took place in Verden with 1,000 participants. A first census of clubs in 1947 showed that 1,324 clubs were organized in the Athletics Working Committee. On February 5, 1950, the name was changed in Gifhorn to "Sportbund Niedersachsen eV - Fachverband Leichtathletik".
