Niedersachsenpark is the name of an intermunicipal industrial park in the municipalities of Rieste ( district of Osnabrück ) and Neuenkirchen-Vörden ( district of Vechta ). In the final stage, the economy will have 412 hectares of land available. The industrial park is located immediately west of the Federal Motorway 1 and can be reached from there via the Neuenkirchen / Vörden junction.

The Niedersachsenpark forms "the logistical center for Germany north of Frankfurt". With this justification, the company PSA Peugeot Citroën decided on the Lower Saxony Park as the location for its spare parts warehouse. For similar reasons, Adidas set up its logistics center in the park, which started operations in early summer 2013. Most of the companies that have or are still settling in the Niedersachsenpark, however, have their headquarters in the Osnabrücker Land / Oldenburger Münsterland region , including the Grimme agricultural machinery factory with headquarters in Damme as another global player .

A positive effect for the location of the Lower Saxony Park is its proximity to the federal motorway 1 running in north-south direction, from which the German seaports, especially the new JadeWeserPort , are just as easy to reach as the Rhine-Ruhr metropolitan region . Federal motorway 30 runs south of Osnabrück in an east-west direction, so that the metropolitan region of Hanover-Braunschweig-Göttingen-Wolfsburg and Berlin as well as the Netherlands are easily accessible. In the town of Bramsche , which borders on the south of Rieste, there is a port on the Mittelland Canal .

history

In May 2002, a concept for a cross-community industrial area was presented in the town hall of the joint municipality of Bersenbrück , in which, in addition to the districts of Osnabrück and Vechta, the municipalities of Neuenkirchen-Vörden, Damme , Rieste and the joint municipality of Bersenbrück should be involved. It was said at the time that the aim of the cooperation was to create large reserve areas for commercial settlements in a structurally weak region. Although further large industrial areas were planned at the junction to the north of the A1, the Lower Saxony Ministry of Economics supported the Niedersachsenpark project.

The first binding commitments to set up a business were made in 2005. By 2016, 60 companies had settled at the Niedersachsenpark location, and around 2,200 jobs were created. In the final stage, 7,000 people will work in the park.

In 2015 PSA decided to reduce the area it had previously used from 44,000 m² to 17,000 m² by building a new hall. The hall abandoned by PSA uses “neighbor” Adidas-Reebok in addition to its own space.

Because of the expected expansion of business operations, the operators of the Lower Saxony Park and regional politicians demanded an additional connection of the Lower Saxony Park to the A 1 between the Neuenkirchen / Vörden and Bramsche junctions in May 2012. The junction was approved in principle by the Federal Ministry of Transport in February 2014.

Shareholder

Niedersachsenpark GmbH is an example of a public private partnership . The shareholders of Niedersachsenpark GmbH are the company MBN Bau AG ( Georgsmarienhütte ) and the municipality of Rieste, the joint municipality of Bersenbrück, the municipality of Neuenkirchen-Vörden and the city of Damme. Until December 2008, the districts of Osnabrück and Vechta were also shareholders of Niedersachsenpark GmbH.

Balance sheets

In the 2011 financial year, Niedersachsenpark GmbH generated a total profit of 200,000 euros with eight million euros in current assets. In order to meet its obligations, the GmbH has to sell around 3.5 hectares of land per year; in June 2012 it was already over seven hectares. She has 23 hectares of building land, 70 hectares are in planning.

The balance sheet for 2014 shows the following figures: More than 50 companies were settled. The number of jobs is more than 1900. Around 5.5 hectares were sold in 2014, a total of 60 hectares so far. 50 hectares are immediately available, 30 hectares of which are contiguous.

Wood-fired thermal power station in the Niedersachsenpark

A wood-fired thermal power station is located in the middle of Niedersachsenpark and has been in operation since March 2010. The system is operated with wood chips from tree tops and from the root area. It is designed for a capacity of around 43,000 megawatt hours of electricity and can provide district heating in the order of 78,000 megawatt hours.

To compensate for the encroachment on the environment, the Lower Saxony Forestry Office Ankum, on behalf of Niedersachsenpark GmbH, has reforested a total of 9 hectares in Plaggenschale and Druchhorn , which were previously used as arable or grassland area, as a compensation and compensation measure. A total of 51,600 trees or shrubs (including common oak , red oak , beech , sycamore maple and Douglas fir ) were planted. In autumn / winter 2011/2012 a school planting was also carried out on around 0.8 hectares.

criticism

Above all, the largest user of the Lower Saxony Park, Adidas-Reebok, was criticized. Almost 70 percent of the employees at the Rieste plant are temporary workers, mostly from abroad. It is questionable whether “a workforce structure as it is reality at adidas is actually an asset for Rieste and this region”.

In 2017, the “ Greens ” in the joint municipality of Bersenbrück suggested that companies with a high heat requirement should be located near the wood-fired power station. Heat pipes are profitable up to a length of two kilometers. So far, only Adidas-Reebok has used the heat from the wood-fired power station in the Niedersachsenpark.

In 2018, the Federal Audit Office criticized the promise made by the Federal Ministry of Transport in 2016, according to which the federal government wanted to assume the majority of the costs for the construction of the new motorway junction 67a, as an example of “tax waste”.
