Nikolai Sergejewitsch Volkonski ( Russian: Николай Сергеевич Волконский ; born February 17, 1848 on the Simarowo estate in the Ryazan province ; † March 17, 1910 in Moscow ) was a Russian prince , politician and member of the First and Third State Duma . As a politician, he stood up for the Zemstvo , local and regional self-government .

Life

Nikolai Sergejewitsch Volkonsky was born on the Simarowo estate (Ryazan Oblast). The Volkonsky family had considerable political and agricultural influence in the oblast due to their large estates. His father Sergei Wassiljewitsch (1819–1884) campaigned for public reforms and was in personal contact with Alexander II (1818–1881). In his youth, Nikola Sergejewitsch was tutored at home by Vasily Ossipowitsch Klyuchevsky (1841-1911). He then studied at the University of Moscow , in the Faculty of Arts , Law .

In 1873 he worked in the economic department of the Ministry of the Interior . From 1875 to 1878 was employed as a civil servant by the governor of Ryazan . In this function he accompanied the governor NS Abazu as chief commissioner of the Red Cross during the Russo-Turkish war . In 1878 he did voluntary work at the Universities of Vienna and Berlin . In 1874 he was elected spokesman for Ryazan Province, in 1875 he was treasurer in Ranenburg County and was appointed Real Councilor of State. His political career began in 1891 when he was elected to the Ryazan Provincial Council, which he chaired from 1897 to 1900. During this time he actively campaigned for the fight against famine and food problems. In 1906 he was elected aristocratic marshal of the Saposchkowski district of the Ryazan province. From 1899 he published several articles in the Westnik Evropy and Russkije vedomosti , he participated in some resolutions and manifestos , he was a co-founder of the Octobrists in 1905 and belonged to the left wing and in 1906 became a member of the Moscow branch of the Central Committee of the Octobrist Party and chairman of the Ryazan department of this political party. On April 14, 1906, he was elected to the First State Duma and appointed a member of the Agricultural Commission. The First State Duma was dissolved in July 1906 after only 78 days. The Third State Duma was after the Second State Duma was dissolved after a few months, elected in November 1907, and held until the year 1912. In this legislative period were also Vladimir Mikhailovich Volkonsky (1868-1953) as chairman, his cousin Vladimir Viktorovich Wolkonski (1866 –1914) and Sergei Sergejewitsch Volkonsky (1856–1916) represented as members. Nikolai Sergeyevich Volkonsky belonged to the October 17th parliamentary group (Octobrists) and supported the progressive and constitutional democrats. He was a member of the Commission on Resettlement and on the Committee on Amending Peasant Laws. When he died in 1910, the Octobrist AD Schumacher was elected as his successor.

Origin and family

Knes Nikolai Sergejewitsch Volkonsky came from the old Russian princely family Volkonsky . His parents were Sergei Wassiljewitsch Volkonsky (1819-1884) and Nadeschda Petrovna Volkonskaja (* after 1820). Nikolai married Anastasia Andrejewna Volkonskaja (* around 1855) in 1883, her descendants were: Vladimir Nikolajewitsch (1875–1918); Alexei Nikolayevich Volkonsky; Sergei Nikolajewitsch Wolkonski, Nikolai Nikolajewitsch Wolkonski and Olga Nikolajewitsch Wolkonski.
