action
Flashbacks tell how Raizō, a boy abandoned by his parents, wanders homeless and finds a place to stay with the cruel Ozunu clan, one of the most feared organizations in Japan. There begins for him and many other boys and girls a merciless training in the arts of the ninjas, but above all the handling of shuriken and kusarigama (rope blades). One day, however, Raizo's girlfriend is killed by the Ozunu as punishment for trying to escape.
When Raizō himself is supposed to kill a renegade member after his successful first murder, he turns away from the Ozunu clan and its traditions and flees.
Later, in the presence of the action in Berlin, the Europol agent Mika Coretti discovers large flows of money as payment for political murders, which ultimately lead her on the trail of the clan, which until then was regarded by the western world as a myth. She defies the orders of her superior Ryan Maslow and continues to investigate on her own. When the Ozunu become aware of them, the killer Takeshi is dispatched to kill Mika Coretti. Raizō, however, manages to free them.
Mika and Raizō escape together from Mika's apartment to a hotel. Raizō confirms Mika's research regarding the ninja clans and agrees to work with Europol. At a meeting between Mika, Raizo and Mika's superiors, Raizo is arrested and held in a warehouse. The leader of the Ozunu clan sends a group of ninjas to capture Raizō and kill Mika. Mika manages to escape with Raizo, who is seriously injured while trying to escape.
Mika and Raizo flee back to the hotel, where Mika activates a tracking device, which enables Europol to locate the location of Raizo. Raizō is captured by emerging ninjas of the Ozunu clan and taken to the Ozunu headquarters. The headquarters are stormed by the "International Police Troops" arriving a short time later. In the ensuing fighting, Raizō kills Takeshi and the leader of the clan, who seriously injured Mika shortly before his death.
