Norbert Achterberg

Norbert Hans Herbert Achterberg (born May 29, 1932 in Berlin , † March 17, 1988 in Münster ) was a German lawyer and university professor .

Life

Norbert Achterberg studied law at the Philipps University of Marburg and did his doctorate there in 1959 under Hubert Görg with a dissertation on questions of tacit federal jurisdiction and mixed administration. After years as an assistant in Bonn and Marburg, he completed his habilitation in 1968 at the University of Marburg with his thesis on problems of functional theory for the subject of public law , supervised by Hubert Görg and Gerhard Hoffmann , and was appointed professor in 1971.

In 1972 Achterberg was offered the full professorship for public law at the Westphalian Wilhelms University of Münster . As the successor to Hans Ulrich Scupin , he became Managing Director of the Institute for Public Law and Politics.

Norbert Achterberg's professional work extended far beyond the faculty. He was deputy chairman of the examination board for economic examinations at the Westphalian Wilhelms University and from 1972 to 1983 a part-time judge at the Hessian administrative court in Kassel . In addition, he took on further training in law and political science in a special way, especially as head of studies at the former Administration and Business Academy in Osnabrück , and was on the founding advisory board of the Kassel University from 1970 to 1972 .

Norbert Achterberg was interested in basic legal research. As the successor to Hans J. Wolff, he was chairman of the Westphalian section of the International Association for Legal and Social Philosophy (IVR), in which well-known scholars at home and abroad participated. From 1978 to 1982 he was chairman of the German section of the IVR. He was also a board member of the Johannes Althusius Society, which is closely associated with the Institute for Public Law and Politics . V.

Achterberg's scientific work was especially dedicated to Hans Kelsen and pure legal theory. In recognition of his services to Kelsen research, he became the international correspondent of the Hans Kelsen Institute in Vienna in 1973.

Norbert Achterberg combined theory and dogmatics of public law in his work. His list of publications includes well over 200 publications, including two standard works on constitutional and administrative law: General Administrative Law and Special Administrative Law as well as Parliamentary Law , which was published in 1984 and is still in force today .

Achterberg was married to the pharmacist Gisela Achterberg, née Sinning (1936–2010), and had two children. He was a nephew of the theologian Herbert Achterberg .
