The Higher Administrative Court for the State of North Rhine-Westphalia (OVG NRW) is the Higher Administrative Court of the State of North Rhine-Westphalia and forms the top of the administrative jurisdiction of this state. From 2013 to the end of May 2021, Ricarda Brandts was the first woman to head the court as president .

- The OVG NRW became known for its stance on the prohibition of assemblies and marches, which deviates from the opinion of the 1st Chamber of the 1st Senate of the Federal Constitutional Court : While the 5th Senate of the OVG considers a prohibition of marches to be proportionate solely because of the threat to public order , is the established case law of the Federal Constitutional Court that the sole threat to public order can justify conditions, but not a prohibition. In several cases, the Federal Constitutional Court overturned the prohibitions on right-wing extremist demonstrations previously confirmed by the OVG by means of an interim order (see web links below ). This dispute was very intense. The judges of the OVG Münster, for example, accused the BVerfG of playing down the Nazis. After numerous annulments of the decisions of the OVG Münster, the Federal Constitutional Court even threatened the criminal offense of perversion of the law. As a result, the 5th Senate of the OVG gave up its legal opinion, as far as can be seen.
- The President of the OVG NRW was a member of the Constitutional Court for the State of North Rhine-Westphalia until June 2017 according to the version of Article 76 of the Constitution for the State of North Rhine-Westphalia, which had been in effect until then . Since the constitutional amendment, all members have been elected by the state parliament.
