The Finanzgericht is with 15 Senates of the three fiscal courts of the state of North Rhine-Westphalia .

Seat and District of the Court

The seat of the court is Münster . The 21,425 km² judicial district includes the administrative districts of Arnsberg , Detmold and Münster . Around 8.4 million people live in the judicial district, which is the largest and most populous in terms of area. The other two finance courts in North Rhine-Westphalia are the Düsseldorf Finance Court and the Cologne Finance Court .

The court is located at Warendorfer Str. 70 and is directly connected to the former building of the Münster regional finance office .

history

The present courthouse was built between 1912 and 1914. The Münster Finance Court was formally established on February 1, 1949 by ordinance of the British military government and opened at the same time as the Düsseldorf Finance Court on August 1, 1949. The first court president was Oberregierungsrat Dr. Wilhelm Gantenfort, who previously headed the Recklinghausen tax office and was already in charge of setting up the court.

The first session of the court, which initially had four chambers , took place on August 12, 1949 . At that time there were 10 judges and auxiliary judges, two clerks, a registrar and a messenger working at the court. Four more chambers were established by 1970. The number of judges increased to 32. 40 people were employed in the non-judicial service.

There are 18 tax courts in the Federal Republic of Germany . Finance courts are higher regional courts . On October 1, 2016, the Münster Finance Court had 15 senates and a total of 110 employees, including 54 judges. The professional judges are supported in their work by honorary judges.

The Münster Finance Court decides as the state's highest court with a panel of three professional judges and two honorary judges. In simple cases, the decision can be transferred to a single judge. Because of the two-tier structure of the financial jurisdiction , the Münster Finance Court is the only factual instance . The Federal Fiscal Court is superordinate .

Torsten Ehmcke was President of the Finance Court from 2001 to 2008. He was followed by Johannes Haferkamp . Since August 29, 2018, the court has been headed by Christian Wolsztynski.
