In October 1962, a Soviet submarine attempted to bring biological weapons to Havana during the Cuban Missile Crisis. However, the Americans locate the submarine and send it to the sea floor with two torpedoes. Despite an intensive search, the wreck was not found. The toxic liquid on board enters the ocean through the ruptured hull.

38 years later: The inexperienced CIA agent John Turner succeeded in catching the top terrorist Milo Gorack, known as "Casper", who has been wanted for years in Sofia , Bulgaria . To avoid attempts at liberation by Casper's terrorist organization, he is said to be brought to the United States in a nuclear submarine . On their way they cross the contaminated area of ​​the Soviet submarine wreck. A huge mutant octopus has developed there over the years and attacks the submarine. Before the submarine is destroyed, Casper manages to launch a radio buoy in the chaos. The last survivors can save themselves to the surface of the sea with a submersible, but there the terrorists are already waiting for them with a hijacked cruise ship.

When trying to escape from the cruise ship in a helicopter, Casper is thrown into the sea by the octopus and his escape helicopter.
