Oddset
A Oddset bet is a sports betting system that based on "fixed (set) odds offered (odds)," at the same time is ODDSET in Germany , the brand name of a sports bet of lotto .

In contrast to a totaliser bet as it is common on racetracks , in which the odds fluctuate permanently depending on the stakes, the odds in an oddset bet (oddset = odds set) are fixed. The bettor knows the rate before the ticket is submitted and the rate does not change once the ticket has been submitted. If the organizer is unlucky, he can make big losses due to the fixed odds. On the other hand, big wins are also possible, for example with favorites.
Forms of the state oddset bet
Combination bet
In the combination bet in football between three and ten matches are bet, with either a draw (0), victory of the first named team (1) or victory of the second named team (2). This type of bet is called a 3-way bet, as there are three betting options (home win, draw , away win). In addition, there are z. B. in tennis (a draw is not possible) the 2-way bet. The exact game result is irrelevant for either type of bet. The tip is considered correct if the prediction has actually come true after the end of regular time.
The handicap bet is offered as a special form, in which the victory is not directly decided, but a team advantage must be taken into account. If, for example, a bet is made on a game between team A and B and team A has the handicap “+1”, the game is considered a draw if the result is “2: 3”.
The odds of the respective tips are multiplied. The maximum rate of a combination bet is 1000: 1, the highest possible win is limited to € 100,000. If only one result of a combination bet is incorrect, the entire bet is considered lost. This is why winnings are difficult to achieve with combination bets.
Outright bet
With this bet, the winner of a game is to be predicted, for example on a specific driver in a Formula 1 race or the winner of a football game. Football winning bets are very easy to make and are rarely offered by Oddset.
Outcome bet
The bet offers the opportunity to bet on a specific game result (such as 1-0). This can be the result of a soccer game, for example.
Special bet
This type of bet basically includes all other TOP bets, for example on a certain placement in a Formula 1 race or on the number of goals in a football match.
In order to reduce the loss of market shares to private sports betting providers, Oddset's sports betting offer was expanded at the start of the 2013/2014 Bundesliga season.
advantages and disadvantages
Because with Oddset, as with the other games offered by the State Lotto, a relatively large amount of the deposited money is diverted for other purposes, the odds offered tend to be somewhat lower compared to bookmaker odds or odds from betting exchanges . There is a basic fee per betting slip , which disproportionately reduces the profit with low stakes. Private sports betting providers are often based abroad, but have been paying taxes in Germany since July 1, 2012, just like ODDSET. By May 31, 2013, this had raised 164 million euros nationwide. According to §24 RWLG, all income is distributed to the federal states according to a fixed formula and flows into the state budgets. Since the sports betting tax is offset against the previously due concession fee for ODDSET bets, the federal states have not expected any separate income from ODDSET since 2013. So far, these have been used, among other things, to promote popular sport in Germany.
Two game slips with 90 games each are offered every week, most games can only be played in combinations of 3, few as combination of 2 and hardly any as a single bet. The compulsion to combine results in few winners. Compared to bookmakers or betting exchanges , only a few games are offered.
The clear advantage of Oddset is the spread of its acceptance points, which can be found almost everywhere and also in the country.
Oddset sales have plummeted since the beginning of 2008. This was the result of the introduction of betting cards that make anonymous betting impossible, even with small stakes. Those willing to bet must apply for a betting ID at their responsible lottery center. Since this does not contain a photo, you must always show your identity card when placing a bet. Since the private bookmaker shops , the internet betting sites and betting exchanges have not disappeared as hoped, the measure has made Oddset's competitiveness much worse, especially in urban areas.

Revenue distribution
A fixed portion of the revenue from betting ODDSET represent the companies of the German Lotto and Toto block as part of the purpose of taxes , among other things for the country's sports clubs, football associations such as the Bremer Fußball-Verband e. This tax rate (sports betting from § 17 RWLG) has been paid equally by private and state providers of sports betting since the State Treaty on Gambling Amended (GlüÄndStV) came into force in 2012. In the period from July 2012 to May 2013, the income from sports betting tax amounted to around 164 million euros and was paid by over 60 providers. The income is distributed to the federal states according to a fixed key (§ 24 RWLG). Whether and to what extent the income goes to charitable purposes or to the promotion of popular sport is so far unclear and lies in the decision-making competence of the federal states.
Monopoly position
The state monopoly of the offer of sports betting, as sought by ODDSET, is only compatible with the Basic Law and the freedom to provide services of the EC Treaty under certain conditions . The ECJ has already taken a position on this complex of issues several times (“Lindman”, “Gambelli” and most recently (March 6, 2007) “Placanica”), so that some EU legal experts are of the opinion that the requirements for a sports betting monopoly in Germany are not given. The legislature is the decision of the Federal Constitutional Court has been asked to regulate sports betting newly until 31 December of 2007. The judges neither confirmed the existing sports betting monopoly nor asked the legislature to establish a monopoly . The sports betting monopoly in its established form was declared not in conformity with the Basic Law and in conformity with EU law. For the transition period until a new regulation, which can also aim at liberalization as well as monopoly, ODDSET has made strict requirements with regard to advertising, the expansion of offers and youth / player protection. Corresponding review procedures are pending at both the Federal Constitutional Court and the ECJ. The Federal Constitutional Court has so far only had to position itself on the likewise newly regulated ban on the commercial internet brokerage of lottery products and has considered this restriction of occupational freedom to be harmless. Whether this allows conclusions to be drawn about the assessment of the sports betting monopoly is controversial.

While it was previously possible to bet using ODDSET in every federal state in Germany, this has changed in recent years due to the problems mentioned with regard to the State Treaty on Gambling. ODDSET is no longer offered in the federal states of Berlin, Brandenburg, Bremen and Hamburg, as operating in the federal states there was no longer worthwhile from an economic point of view, for which changed licensing conditions were partly decisive. As you can also check when selecting the federal state on the ODDSET homepage, ODDSET is currently (January 2020) no longer offered in Lower Saxony, Saxony and Thuringia. Corresponding resolutions by the individual state committees were passed and published in particular towards the end of 2019. As a result, ODDSET bets can currently only be placed in 9 of 16 federal states.
Gambling addiction
For some time now, the dangers of gambling addiction have been regularly pointed out in Oddset communication, among other things due to a condition from the decision of the Federal Constitutional Court , which dealt with the constitutional conformity and the compatibility with the EU law of the state gambling monopoly.
