The Otto Benecke Foundation eV (OBS) is a non-profit and politically neutral association based in Bonn , Cologne and Berlin. It was founded in 1965 by the member associations of what was then the German Federal Student Association and named after the former student leader Otto Benecke . The forerunner institution of the OBS was the social welfare office of the Bundesstudentenring, which had looked after refugee students from the GDR and Eastern Europe since 1953 .

tasks

The OBS carries out projects for the integration of immigrants, formerly mainly GDR refugees and ethnic German repatriates , today increasingly refugees from civil war and other crisis areas. It supports immigrant university applicants, students and immigrant academics in accordance with the guidelines of the “University Guarantee Fund” (RL-GF-H) through language courses, Abitur courses and seminars. It helps in the search for internships, apprenticeships and jobs.

The OBS is involved in projects that support initiatives for social integration and initiate joint action by immigrant and local youth and adults. It supports the advanced and advanced training of migrant organizations. Internationally, OBS is particularly committed to the concerns of ethnic minorities in Central and Eastern European countries by promoting the exchange of experts and youth.

The OBS bundles conceptual impulses of integration policy at the "FORUM MIGRATION" which it has been running since 1995: every year a current topic from the field of migration and integration is dealt with and discussed from different perspectives. The central contributions to each annual conference are published in a separate series “Contributions from the Academy for Migration and Integration”.

From 1978 to 1982 and after an interruption from 1985 to 2009, the OBS carried out the so-called "Academic Program", which was transferred - initially gradually - from 2006 to September 30, 2013 into the so-called "AQUA program", which was implemented by the Federal Ministry for education and research .

From October 2012 to April 2017, the foundation was a partner in the German Doctor Exchange GmbH, which it co-founded , which aims to prepare doctors from abroad for professional activity in Germany. The managing directors of this GmbH were Lothar Theodor Lemper and Swjatoslaw Aksamitowski . In May 2017, Allgeier SE took over all shares and integrated the company into the Allgeier Experts division.

I. Academic immigrants

  • University guarantee fund
    • With the federal program Guarantee Fund University, the OBS supports young immigrants who are entitled to stay in Germany, who are preparing for university studies or want to continue their studies - through measures such as preparatory intensive language courses on behalf of the Federal Ministry for Family, Seniors, Women and Youth (BMFSFJ) , Courses to obtain the German technical college or university entrance qualification, courses to learn the English language or seminars that prepare for the study and / or special application and examination dates.
  • Seminar program
    • The preparatory offers of the "seminar program" are linked to the university guarantee fund: they offer orientation and information for entry into studies and the world of work.   • GidA - "Together in training": With the model project "Together in training", the OBS prepares refugee and disadvantaged young people for training in the trade in cooperation with the craft training centers in Duisburg, Recklinghausen and Gera
  • As part of the IQ Netzwerk NRW , immigrant business economists and engineers receive specialist knowledge of German and general qualifications such as presentation techniques and project work.
  • As part of the IQ Network Berlin, the Central Initial Contact Point for Recognition (ZEA) advises on the recognition of professional qualifications acquired abroad and supports the search for qualifications in the context of the recognition process. Multipliers from the labor administration are trained and advised.
  • KAUSA Service Center Bonn / Rhein-Sieg: The aim of the KAUSA Service Center Bonn / Rhein-Sieg, sponsored by OBS, is to attract more entrepreneurs for dual vocational training. Young people with an immigrant background are also to be won over to dual training and their parents are to be supported in the professional orientation of their children.

III. Social togetherness

In 1991 the Federal Audit Office complained that the expenditure was "concealed by barely comprehensible postings" and found that "the budget management of the Otto Benecke Foundation was confusing". In particular, objections were made to payments to the "Society for the Promotion of Job-Specific Training" (GfbA eV), which was founded by members of the OBS and then commissioned by the OBS to carry out the entire language course program from the GfbA cash register. OBS and GfbA's financial model was also controversial within OBS, criticized OBS member Peter Nölle, saying that OBS had degenerated into a "water heater for money" that "ended up somewhere".
