Owen Ellington

Owen Lloyd Ellington (born July 27, 1962 in Glengoffe , Saint Catherine Parish ) is a retired Jamaican police officer . He was from 2010 to 2014 Chief of Police (Police Commissioner) of the Jamaica Constabulary Force (JCF).

Life

Ellington attended Glengoffe High School . He completed his studies in Human Resource Management at the University of Technology Jamaica with a Bachelor of Science , and the National Security and Strategic Studies courses at the University of the West Indies with a Master of Science . There are also certificates from foreign universities.

On August 1, 1980, he entered the police force. On April 5, 2006 he was promoted to Assistant Commissioner and on August 11, 2008 to Deputy Commissioner. After the impeachment of his predecessor Hardley Lewin by Prime Minister Bruce Golding , he was appointed to the post of Police Commissioner on November 7, 2009 and officially promoted to the post of chief police officer in Jamaica in April.

At the beginning of his term in office in May 2010, the national security forces fought for days with supporters Christopher "Dudus" Cokes , the leader of the Shower Posse , who wanted to prevent his extradition to the United States . Prime Minister Bruce Golding then declared a state of emergency in parts of Kingston and the neighboring district of Saint Andrew Parish . The US State Department warned against traveling to Kingston and the surrounding area.

On June 4, 2012, the Major Organized Crime and Anti- Corruption Task Force (MOCA) was officially set up. In November 2013, the human rights organization Jamaicans for Justice accused him of failure to combat murder crimes and that under his leadership the number of fatal firearms used by the police was the highest, and called for his resignation. In January 2014, a former police officer and an active police officer said that senior officers from the Jamaica Constabulary Force were commissioning murders. In May 2014 the Iceland Special Constabulary Force (ISCF) was integrated into the Jamaica Constabulary Force. Several hundred officers have been fired for unethical behavior.

In July 2014, Ellington resigned as chief of police. He is married to Shirley Ellington and has five children.
