Trevor MacMillan

Trevor NN MacMillan (born September 22, 1941 , † May 30, 2011 in Saint Andrew Parish ) was a Jamaican staff officer , police commissioner and minister of state security ( Ministry of National Security ).

Life

Trevor MacMillan was a graduate of Wolmer's Boys' School in Kingston .

From 1959 to 1986 he was a soldier in the Jamaica Defense Force (JDF), most recently in the rank of Colonel . He completed his military training in Canada and the United States, among others . In the rank of Lieutenant Colonel he was from 1977 to 1979 commander of the Support and Services Battalion and then until 1980 the first commander of the newly established 2nd Battalion of the Jamaica Regiment (2JR).

After retiring from military service in 1986, he worked in Jamaica for William Barclay Peat & Co. and Marwick Mitchell & Co. In 1990, he was appointed by Treasury Secretary Omar Davies to his Ministry of Finance and Planning as Director of the Revenue Protection Division (RPD ) where his main task was to secure tax revenue. In this capacity he worked until 1993 and earned praise and recognition for his work from Davies and also from the later Prime Minister Percival J. Patterson .

In 1993 he was named Police Chief of the Jamaica Constabulary Force (JCF) by Patterson . He was the first police commissioner who did not leave the police force. His mission was to restore the JCF, which was seen as corrupt and unprofessional, to an appropriate reputation and the necessary acceptance of the population. During his tenure until 1996 there were numerous dismissals of police officers who were convicted of corruption. Other suspicious officers were forcibly reassigned to the uniformed police service, to the specially created unit “Never, Never, Land”, which effectively had no police duties. After his retirement, in 1996 he founded his own security company Security and Management Services Ltd. (SAMS), which he led until his death.

In 2006 he joined the Jamaica Labor Party (JLP). After the party assumed government responsibility in late 2007, Bruce Golding appointed him special advisor to the finance minister. After Derrick Smith had to resign his ministerial office after eight months for health reasons, Golding announced MacMillan as his successor in the ministerial office on May 12, 2008. MacMillan was sworn in a day later. Due to differences within the government cabinet, he was asked to resign and resigned on April 6, 2009. With his expertise in state security, he continued to stand by his successors in office.

MacMillan was a co-founder of the human rights organization Jamaicans for Justice . He was married twice. From the marriage with the gynecologist Olivia "Peaches" McDonald a son and a daughter were born. He suffered from Parkinson's disease in his final months and had difficulty breathing. He died at home after a long illness. The memorial service was held at Garrison Church in Up Park Camp.
