Oxana Genrichowna Dmitrijewa ( Russian Оксана Генриховна Дмитриева ; born April 3, 1958 in Leningrad ) is a Russian economist , politician and university teacher .

Life

Dmitrijewas father Genrich Scholomowitsch Rosenberg (1925-2007) was a ship mechanic, founder of the Soviet gas-fired power stations , Honored Inventor of the Russian Federation and worked until his death in the Leningrad / St. Petersburg Institute of the Navy. Dmitrieva's mother Natalja Jefimowna Dmitrijewa (* 1931) became a candidate for economic sciences under Leonid Vitalievich Kantorowitsch after studying at the Leningrad Institute for Water Transport . Dmitrieva's grandfather Sholom Iossifowitsch Rosenberg (1887–1942) had received the George Cross for bravery in World War I and died during the Leningrad blockade .

After attending school, Dmitrieva studied at the Faculty of Economics - Cybernetics of the Leningrad Institute of Finance and Economics (LFEI) named after Nikolai Alexejewitsch Vosnesensky , graduating in 1980 as a specialist in regional economics. In 1985 she defended her candidate dissertation on the proportionality of socialist reproduction.

Then Dmitrieva worked in the research laboratory for studies of regional economics. In 1991 she organized the research laboratory for regional diagnostics and headed it until 1993. In 1992 she defended her doctoral thesis on the economic diagnostics of the regions.

1993 and 1995 Dmitrieva was on the Yabloko list in the State Duma of the Federal Assembly of the Russian Federation selected. She worked on the State Duma budget committee and was chair of the budget and extra budget subcommittee. It prepared the first version of the Budget Code, which was adopted in 1998. It developed the procedures for examining the federal budget in the State Duma. In May 1998 she became Minister of Labor and Social Development in the new government of the Prime Minister of Russia Sergei Vladilenovich Kiriyenko , who was dismissed in August 1998 by President Yeltsin . Dmitrieva resigned from office in September 1998. She had been expelled from the Yabloko party, which was against participation in the government. After his release, Dmitrieva taught as a professor at the State University of Economics and Finance in Saint Petersburg .

In December 1999 Dmitrieva was elected as an independent member of the State Duma in the single constituency in St. Petersburg and became vice-chairman of the budget committee. She introduced laws to improve the social situation of the lower classes of the population. In 2000 she achieved the passing of a law on equality for those who received the medal “For the defense of Leningrad” with the participants in the German-Soviet war . In discussing the Law on Working Pensioners, she defended the right of working pensioners to a full pension. She introduced laws to improve budgetary and tax law. It increased investments in the Saint Petersburg metro .

For the 2001 local elections in St. Petersburg, Dmitrijewa headed the Oxana Dmitrijewa bloc , which won over 100 seats. In 2003 she was re-elected to the State Duma as an independent. In the 2007 election, she entered the State Duma as a member of the State Duma as a member of the Just Russia party and became the party's first vice chairman. Again she was a member of the Budget Committee. Their proposals to improve the pensions of the workers with a link to the average earnings as well as for a second pension for forced laborers in the German concentration camps were rejected by the State Duma. She was against the plans of Finance Minister Alexei Leonidowitsch Kudrin to introduce a stabilization fund with partial funding for pensions. She was the main opponent of the St. Petersburg governor Valentina Ivanovna Matviyenko . In April 2014, she received an honorary diploma from the President of the Russian Federation . In June 2014, she asked the Attorney General Yuri Yakovlevich Tschaika to investigate the activities of the state company Rosnano and its boss Anatoly Borissowitsch Tschubais . At the beginning of March 2015, Dmitrieva was expelled from the leadership of the regional department of the Just Russia party, whereupon she resigned from the party on March 30, 2015. In April 2015, she lost the vice chairmanship. Her husband Ivan Dmitrievich Grachev lost the chairmanship of the State Duma’s Energy Committee.

In July 2016, Dmitrieva was ranked 2nd on the Growth Party list after Boris Yuryevich Titov for the State Duma election and 1st for the Constituent Assembly of St. Petersburg. Your campaign was severely hampered and there were irregularities in the election. The candidate of the United Russia party, Mikhail Valentinovich Romanov, was elected . The head of the Central Electoral Commission of the Russian Federation, Ella Alexandrovna Pamfilova, condemned the irregularities and asked the public prosecutor to investigate the matter. In the simultaneous election to the Constituent Assembly of St. Petersburg, the Growth Party under Dmitrieva's leadership received 10.7% of the vote, which meant it was elected to the assembly. For the 2018 presidential election, the Growth Party elected Dmitrijewa Boris Yuryevich Titov as a candidate in July 2017.

Dmitrijewa is the author of four monographs and more than 100 scientific papers.
