Peter Joachim Lapp (born October 22, 1941 in Elbing ) is a German political scientist and publicist . From 1977 to 1997 he was political editor at Deutschlandfunk and now works as a freelance writer.

Life

At the beginning of 1959, Lapp left the Federal Republic of Germany for the GDR at the age of 17 and lived there with his grandparents in Rudolstadt (Thuringia). In 1960 he was arrested as an alleged enemy of the state by the Ministry of State Security . From 1960 to 1964 Lapp was in political custody in the UHA Gera and then in Waldheim prison . In 1964 the government of the Federal Republic bought him free and made it possible for him to move to the Federal Republic of Germany. In 1965 Lapp was able to finish his commercial apprenticeship in Oldenburg and studied from 1966 to 1969 at the Hamburg Academy for Economics and Politics , a university of the second educational path. He then continued his studies at the University of Hamburg (political science, public law and sociology) and graduated in 1972 with a diploma in political science. He was then at Winfried Steffani and Hans-Peter Schwarz with a thesis on the People's Chamber of the GDR Dr. rer. pole. PhD.

From 1974 to 1976 he headed the adult education center in Papenburg (Ems) before joining Deutschlandfunk on January 1, 1977. In the 1970s he received teaching assignments at the University of Hamburg and at the University of Applied Sciences Emden and was honorary lecturer at the All-German Institute . In 1978 he became a founding member of the “Society for Research in Germany”. In 1982 Lapp supported the “Havemann Initiative” for the non-alignment of both parts of Germany and for solving the national question. In 1985 he was one of the signatories of the memorandum "Peace Treaty - German Confederation - European Security System" by Herbert Ammon and Theodor Schweisfurth . In the 1980s, Lapp was a member of the "Left Germany Discussion" (LDD) and the self-help association of former GDR citizens . During his 20 years at Deutschlandfunk, he also held a ten-year teaching position at the University of Cologne . In the 1990s he wrote expert reports for the Bundestag Enquete Commission “Coming to terms with the history and consequences of the SED dictatorship in Germany” (National People's Army and bloc parties) and took part as an expert in election fraud trials in the new federal states, including the proceedings against Hans Modrow in Dresden. He is a member of the Association of Victims of Stalinism (VOS).
