Philip Sheridan "Phil" English (born June 20, 1956 in Erie , Pennsylvania ) is an American politician . Between 1995 and 2009 he represented the state of Pennsylvania in the US House of Representatives .

Career

Phil English studied at the University of Pennsylvania in Philadelphia until 1978 . He then served as Committee Staff Aide in the Pennsylvania Senate administration . Between 1985 and 1988 he served as a controller in Erie County . From 1990 to 1994 he was head of the staff of the then State Senator Melissa Hart , who would later also become a congresswoman. Politically, he was a member of the Republican Party . In 1984, 2000 and 2004 he took part as a delegate at the respective Republican National Conventions , at which Ronald Reagan and George W. Bush were nominated as presidential candidates.

In the 1994 congressional election , English was elected to the United States House of Representatives in Washington, DC in the 21st  constituency of Pennsylvania , where he succeeded Tom Ridge on January 3, 1995 . After six re-elections, he was able to complete seven legislative terms in Congress by January 3, 2009 . Since 2003 he has represented the third district of his state there. The terrorist attacks on September 11, 2001 , the Iraq war and the military operation in Afghanistan took place during this period .

In 2008 , Phil English was not re-elected.
