Philippe Couvreur

Philippe Couvreur (born November 29, 1951 in Schaerbeek ) is a Belgian lawyer . He was Chancellor of the International Court of Justice between 2000 and 2019 .

Life

Philippe Couvreur in 1951 in the Belgian Schaerbeek and studied from 1969 to 1971 at the Facultés Universitaires Notre-Dame de la Paix in Namur and 1971 in the to 1975 Université catholique de Louvain (UCL), where he the Licentiate in Law gained. He also holds a bachelor's degree in Thomistic philosophy . He completed further studies at King's College London in 1974/1975 , at the Complutense University in Madrid in 1975/1976 and in 1978 on European law at UCL, where he lectured from 1976 to 1982.

During a legal clerkship in the legal department of the European Commission in 1978/1979, among other things, he was involved in the preparations for the admission of Spain and Portugal to the European Communities . Since 1982 he has worked in the administration of the International Court of Justice (ICJ) in The Hague . In addition, he taught from 1986 to 1996 as an associate professor for international law and comparative constitutional law at the Facultés Universitaires Saint-Louis in Brussels . As a visiting professor, he taught law for international organizations at the University of Ouagadougou in Burkina Faso from 1980 to 1982 and international law at the UCL since 1997.

In February 2000 he was elected for the first time for a term of office of seven years as chancellor and thus head of the office and senior administrative officer of the IGH. He was confirmed in this office in 2007 and 2014. In February 2019 it was announced that he would resign from his position on July 1, 2019 at his own request. Philippe Gautier was elected as his successor on May 22, 2019 , who took office on August 1, 2019.

Philippe Couvreur is a corresponding member of the Spanish Real Academia de Ciencias Morales y Políticas .
