Police arrest Brian Latham, who has a criminal record, on suspicion of kidnapping the girl Susan Engrams. Since Latham shows himself innocent and the police have no evidence of his guilt, Littleton wants to release him. In a conversation, Lacos convinces Latham to divulge a place where Susan could be found so that she can receive a Christian burial. There the police find the girl's body. Since Latham was interrogated without legal counsel, the testimony and the body cannot be used as evidence and Latham would now have to be released in accordance with the case law of the Supreme Court. However, Bone appeals to the federal court and refuses to be released from prison. - Meanwhile, the school teacher Sawyer comes under criticism from the principal and parents because he explains to Zach and other students the origin of man with creation and not with natural science. Zach becomes confused about the existence of God, so Jill decides to go to church every Sunday with her children.

A trial in Rome takes place in which Latham is charged with the murder of Susan Ingrams and is defended by Wambaugh. Wambaugh pleads for acquittal as there is no evidence of his client's guilt. Wambaugh's assistant, Kim Brock, is accused by her father of obtaining Latham's release when it would be wrong. During interrogation, Littleton asks the defendant why he only found the girl in question. Lacos and not mentioned earlier. Latham replies that he was in too much shock. Eventually, Latham is found guilty by the jury. When he is led out of the courtroom, he protests against. Lacos again, not to be responsible for the murder.

The black federal judge Nance wants to force the integration of blacks into society and decides that from next Monday 400 black students from the city of Green Bay, in which there is gang crime , should go to school in Rome. The city council of Rome and the new interim mayor Jill Brock plead unsuccessfully for more preparation time. Nance also decides that 400 students from Rome should be sent to Green Bay as compensation. The predominantly white citizens of Rome reject both for security reasons. So Rome resists the decisions by blocking black students from entering the school. This attempt fails, however, as the National Guard approaches and ensures safe conduct for the black students.

After a draw revealed that Zach was one of the students who should go to school in Green Bay in the future, Jill announced the establishment of a temporary private school , which the 400 students from Rome would attend instead. Because of this, and because she had the black students denied access to the school, Nance has her arrested. Meanwhile, there is some friction with the integration of black students in Rome's schools. During a controversial discussion between Jill and Nance in prison, she learns that he is pushing racial integration because he only has a few months to live due to cancer and because his son was once killed in a demonstration against racism . Nance realizes that racial integration will not succeed so quickly and revises his decision regarding the 400 students from Rome, and he also releases Jill. The 400 students from Green Bay stay at Rome's schools.

An 8-year-old white girl sprayed a pentagram on the wall at school to drive away the black students. It turns out that her mother practices the Wicca cult with her . The youth welfare office therefore sees the daughter's upbringing at risk and wants to take her into state care. The trial is about the question of whether the girl is actually at risk. Littleton as the prosecutor also cites the fact that the mother dances naked around a campfire at night with the daughter and other adults. Bone acquitted the mother because the girl showed no signs of abuse. Meanwhile, the police found the short telephone operator Jeannie Wheedon frozen to death in her freezer, apparently having had an accident while picking up a can of food.

Against the background of the integration of the black students, the election campaign for the mayor's office takes place. The postman Ed Lawson, the coroner Carter Pike and the interim incumbent Jill Brock stand for election. Matthew befriends a white boy who likes to imitate the hip-hop culture of big-city black youth and is reprimanded by his father for singing along to violent music. Zach gives a lecture in his class that blacks find discriminatory and because of which he is temporarily banned from class. This also has a negative effect on Jill's chances of being elected. As a result of a careless statement in the election campaign, she resigns from her candidacy and supports Pike. This is ultimately subject to Lawson with only twelve votes difference.

Wambaugh suddenly collapses in his office and Jill is diagnosed with a heart attack and takes him to a Chicago hospital for further treatment. There the diagnosis is changed to multiple sclerosis . Jill gets involved with the local cardiologist Dr. Geiger in dispute about the appropriate treatment of each other. Meanwhile, Kim falls in love with Kenny. Her father becomes so angry about the relationship between the two that he dismisses him. As a result, there is an argument about Jimmy's expectations.

Wambaugh has appealed the guilty verdict on his client's behalf in the Latham murder. The case will therefore be heard before the Supreme Federal Court . Therefore, Wambaugh goes to Washington, DC with his assistant Kim and his opponent Littleton . In preparation, Wambaugh takes advice from his professional colleague Alan M. Dershowitz . The process revolves around the question of whether Latham waived his right to legal assistance when he was questioned by Lacos. Littleton advocates the legality of the conviction and therefore the overturning of an earlier Federal Supreme Court ruling. To Wambaugh's disappointment, the court accepts the prosecutor's request. - Meanwhile, Carter Pike wants to have a child he conceived through the surrogate mother Stacy. When Stacy tries to terminate the pregnancy, Pike tries to legally prevent her. Bone rejects Pike's lawsuit, however, because he does not want to violate the case law of the Supreme Court.

With Latham's sentence imminent, Maxine Stewart doubts his guilt. She believes that Laura's father John, who is Christian like his wife Marjorie, confessed to the priest Barrett that he had committed the murder. Stewart then questions Barrett, from whom Bone learns that Latham is innocent. As a result, Bone unceremoniously annuls Latham's conviction for murder. Littleton is now investigating John Engrams and has him and his wife arrested. He has Marjorie questioned by Maxine so that she confesses that John committed the murder. In return for Marjorie's testimony, Littleton assures her full immunity from prosecution for complicity. Assuming that John Engrams is the killer, Littleton calls Marjorie to the stand. To the shock of everyone else, she says that she herself murdered the girl. Bone cancels the immunity agreement and arrests the woman.

When a farmer was involved in a traffic accident, the police noticed a dead cow in his van. In order to get to the bottom of the cause of death and the farmer's previously puzzling business conduct, the police searched his property. There she discovers that the farmer uses genetic engineering to use the cows as animal surrogate mothers for the human fetuses on behalf of childless people. In the presence of the police, a cow is giving birth to a healthy baby. Littleton wants to prevent future animal surrogate motherships and accuses the farmer on the grounds that something like this is unnatural. Bone allows the lawsuit, but still allows the six existing surrogate motherships. Meanwhile, Kim is criticized by her mother for telling Zach and Matthew that there is no God.

The police find a missing masseur frozen to death in the freezer of his house and determine that he has given many women special sexually satisfactory treatment with their consent. Because Jimmy only now learns that Jill was one of the women, he accuses her of infidelity. After a few arguments, they admit to themselves that they have been too lazy in their marriage and have not sought enough closeness. Carter Pike makes a date with Rachel Harris, who was also one of the masseur's customers, on a rendezvous. Before his death, Mayor Ed Lawson was seen at the masseur's house, who is therefore suspected of murder. His wife, who also attended the special treatment, only confesses to him that she committed the murder because they no longer love each other and Ed only insulted her. Immediately after the confession, she murders Ed in the same way.

13-year-old Milton is ashamed of his father, who appears in a frogman costume and sings the frog song with him over and over again. He sees the danger of developing into a strange person and therefore wants to get away from his father. In order to be released from his father's responsibility for bringing up children, he sues in court. He has no success with this, however, but Bone asks the father to take off the costume and stop singing the song. Meanwhile, while moving his parents' car, Matthew hit his brother and broke his leg. Jill is so angry about this that she hits Matthew. He then accuses her of not being as fond of him as Zack.

Jimmy's ex-wife, Lydia, asks the Brock family for permission to use Jimmy's sperm so she can get pregnant. After the divorce, the semen came to her as a marital property. Since Jimmy and Jill refuse the request, Lydia tries to obtain the use of sperm in court. However, Bone refuses to judge for himself and sentenced Jimmy, Jill, and Lydia to one day of house arrest to resolve the matter privately. This leads to arguments and discussions about their relationships. Finally, Lydia withdraws her request so that Zach and Matthew don't feel disadvantaged with another half-sibling. In addition, she explains to Kim expressed her wish to still love Jimmy.

On the occasion of Valentine's Day, the focus is on the personal relationships of three couples: Carter Pike meets a black blues singer who he initially judged to be dead, but finally has to realize that he is not sexually attracted to her. Littleton and his much younger assistant Aisha realize that they are attracted to each other. However, he does not want to enter into a close relationship with her out of concern for his reputation. After Kenny and Maxine had sex, they quarreled because Kenny didn't agree with Maxine that it was love. Eventually, he confesses to her that he fears a close relationship because of the fear of being abandoned by her.

The convicted child molester Adam Wood has served his sentence of several years and now wants to settle in Rome. Although there is no longer any legal action against him, most of the citizens of Rome want to drive him out of the city out of fear for their children. They also harass and humiliate him publicly, and children shoot him with a potato cannon . Finally, he commits outside the courthouse suicide . Only now does Bone tell the Brock couple that the dead man was his son, whom he disinherited after sexually abusing a number of children . Wood took his own life because his father did not want to help him with his social reintegration.

The dancing thief Laurie Bey, wanted as a criminal, allows herself to be arrested in order to start over. The federal prosecutor's office wants to indict her for her numerous crimes, but only sees a sufficient chance of conviction for Bey's bank robbery in Rome, so that the trial takes place in the court of Rome. Public opinion is for Bey because, like Robin Hood, it steals from the rich and gives to the needy. Bey and her defense attorney Wambaugh take advantage of this situation in the trial so that the jury actually acquits them. However, Bone reversed the jury's verdict on the grounds that it was bad for disregarding clear evidence, and sentenced them to 3,000 hours of community service.

With the help of Laurie Bey, the police find long-missing Mayor Ed Lawson dead in his freezer. The police arrest Eds, his wife Marcia, who has just returned from the Caribbean, on suspicion of a crime. Despite the lack of evidence, the public prosecutor's office then charges Marcia with the murder of Ed and the still unsolved murder of the masseur Patnick. Marcia's defense attorney Wambaugh falls into a conflict of conscience when his client confesses to him that she is indeed the double murderer. Bone forbids him to resign because of this. Wambaugh's defense now includes the waiver of witnesses, including Marcia, and the reference to the total lack of evidence. The jury finally acquitted Marcia. Meanwhile, Laurie Bey can be temporarily employed as mayor.

Jill makes a cancer patient with the consent of his relatives by morphine administration euthanasia not to make unnecessary agony for his death. She is then arrested and charged. Littleton's senior prosecutor, Grier, is taking on the indictment himself to set an example against euthanasia and to show Judge Bone that he cannot rule against the law so often. Wambaugh and Dell join forces to defend Jill to increase her chances of winning a lawsuit. After Grier argued that Jill's act was illegal, the jury found Jill unanimously guilty.

When Jill faces jail sentence, Wambaugh and Dell file a constitutional complaint against the euthanasia law. This leads to a further trial in Rome. Grier emphasizes that the state has to protect its citizens from suicide, whereas Jill advocates the patient's self-determination in her closing argument. Bone finally allows the defense's request and declares the law prohibiting euthanasia to be unconstitutional - also because human life is not fundamentally inviolable. Meanwhile, Lacos and Pike find out that a couple of children are guilty of killing multiple swans.

Zachary wants forgiveness for his sin of participating in the death of a swan and so often prays, much to his parents' amazement. During a visit to the church he suddenly bleeds from his hands without any medical-scientific explanation. The two pastors of the Protestant and the Catholic Church therefore believe that Zach is stigmatized . As a result, many children in the city consider him a saint and want to be blessed by him. The pastors have him examined medically by experts, with the result that Zach was probably bleeding so from mental distress. Meanwhile, Jimmy thinks the suspicion about his son is absurd and admits his family to be agnostic .

Jimmy's father Walter, a popular lawyer, comes as a complete surprise to visit, ostensibly so that his family can celebrate his 75th birthday with him. The relationship between the two has long been shattered. Walter now offers his son to take over the management of his office. However, Jimmy refuses, assuming Walter never accepted his career choice as sheriff and would much rather see him as a lawyer. After a few arguments, Walter reveals that he only wanted to express his love for his son with the offer.

A 17-year-old gambling addict shoots priest Barrett, who is sitting in the confessional , several times with an Uzi because he refused to give him his money. Barrett is then brain dead; his mechanical ventilation is canceled. The act of violence shocked many citizens, especially Judge Bone, who had a friend and role model in Barrett. Because Bone is biased, he has to relinquish the leadership of the court process. Eventually Barrett's heart stopped beating shortly after Bone prayed God to let him die.
